Okul Öncesi Eğitim Kurumu Yöneticilerine Göre Okul Öncesi Eğitim Kurumlarının Finansal Durumunun İncelenmesi

Abstract
Araştırmanın amacı, bağımsız okul öncesi eğitim kurumlarında görev yapan yöneticilerin görüşlerine göre okul öncesi eğitim kurumlarının finansman kaynaklarını, finansman sorunlarını ve bu sorunların çözümüne yönelik önerilerini belirlemektir. Araştırma nitel olarak desenlenmiş olup, araştırmanın katılımcılarını 2022-2023 eğitim-öğretim yılında Akdeniz Bölgesindeki bir il merkezinde bağımsız anaokullarında görev yapan toplam 15 müdür ve müdür yardımcısı oluşturmuştur. Araştırma sürecinde yarı yapılandırılmış görüşme soruları ile veriler toplanmış, verilerin çözümlenmesinde ise içerik analizi yöntemi kullanılarak değerlendirmeler yapılmıştır. Araştırmanın katılımcıları, okul öncesi eğitimde bütçenin ağırlıklı olarak kayıtlı öğrencilerin veli aidatları üzerinden sağlandığını belirtmişlerdir. Veli aidatlarının okulun bulunduğu sosyo-ekonomik çevreden ciddi olarak etkilendiğini ve bu durumun düşük sosyo-ekonomik çevrelerde maddi anlamda önemli bir sorun oluşturduğunu ifade etmişlerdir. Ayrıca, önceki yıllarda bakanlık tarafından bağımsız anaokullarına genel merkezi bütçeden ayrılan payın daha az, son yıllarda ise özellikle okul öncesi eğitimde desteklenen 10.000 okul projesi kapsamında bulunan okullarda, ayrılan merkezi bütçe payının daha fazla olduğunu ifade etmişlerdir. Görüşülen yöneticilerin önemli bir kısmı okul öncesi eğitim kurumlarının finansman kaynaklarında, aile desteğini özellikle aile katılımı açısından da önemli görmekle birlikte, genel bütçeden okul öncesi eğitim kurumlarına ayrılan payın yetersiz olduğunu, artırılması gerektiğini ve bununla birlikte okul öncesi eğitim kurumlarındaki alt yapı ve personel eksikliklerinin de giderilmesini gerektiğini belirtmişlerdir. Bu noktada yapılacak iyileştirmelerin, okul öncesi eğitim kurumlarında finansman sorunlarını ciddi ölçüde azaltacağını ve genel olarak da okul öncesi eğitim kurumlarının toplam kalitesinin artmasına fayda sağlayacağını ifade etmişlerdir.

Abstract
The aim of the research is to determine the financial resources of preschool education institutions, financial problems and suggestions for the solution of these problems, according to the views of preschool education institution administrators. The participants of the research, which was designed qualitatively, consisted of 15 principals and vice principals working in independent kindergartens in a city center in the Mediterranean Region in the 2022-2023 academic year. In the research, data were collected with semi-structured interview questions, and content analysis method was used to analyze the data. The participants of the study stated that the budget in pre-school education is mainly provided through parent fees. They stated that the parent fees are seriously affected by the socio-economic environment in which the school is located, and this situation causes a drastic financial problem in low socio-economic environments. Furthermore, they stated that the share of the central budget allocated to independent kindergartens by the ministry in previous years was less, however the share of the central budget allocated was higher in recent years, especially in schools within the scope of 10,000 school projects supported in pre-school education. While a significant portion of the interviewed administrators pay attention to family support important in the financial resources of pre-school education institutions, especially in terms of family participation, the share allocated to pre-school education institutions from the general budget is insufficient, it should be increased, and in addition to this, they also stated that the infrastructure and personnel deficiencies in pre-school education institutions should be eliminated. They also said that the improvements to be made at this point will significantly reduce the financial problems in pre-school education institutions and it will generally contribute to the increase in the total quality of pre-school education institutions.
