Blokzincir Teknolojisinin Kavramı, Çalışma Yapısı, Gelişimi, Avantaj ve Dezavantajlarının Mevcut Sisteme Etkileri

Abstract
Teknolojik devrimler yaşamımızın her alanını etkisi altına almaktadır. Özellikle iktisadi yapıların sistemlerin işleyişini değiştirmiştir. İlk kripto para birimi Bitcoin’in sisteme dahil edilmesiyle, yeni bir teknolojik devrimin başlamasına sebep olmuştur. Bu kripto paranın blokzincir tabanlı işleyiş mekanizmasının keşfedilmesiyle birlikte sistemin alt yapısı incelenmeye başlanmıştır. Blokzincir tabanının girilen verilerin değiştirilememesi ve aracı kurumlara olan ihtiyacı ortadan kaldırması özellikleriyle her sektör için cazip hale gelmektedir.
Ticari, Sigorta, Bankacılık, Sağlık, Denetim, Kamu ve Vergilendirme gibi birçok sektörde uygulama alanına sahip blokzincir teknolojisini kamu idareleri de bu teknolojik devrimleri yakından takip etmektedir. Kamu ve özel sektörler blokzincir teknolojisinin avantajlarından yararlanıp kişilerin işlemlerinin takibini ve denetlenmesinin etkinliği sağlamak istemektedir. Blokzincir tabanlı oluşturulacak alt yapılar sistemin tüm işleyişi etkileyecek ve değiştirecektir. Doğaldır ki bu teknolojik devrimin avantajları olduğu kadar dezavantajları da mevcuttur. Bu çalışmada bu teknolojik devrimin avantaj ve dezavantajlarının sektörlere kamu ve vergilendirme mekanizmalarına etkisi değerlendirilmektedir.

Technological revolutions affect every aspect of our lives. In particular, it has changed the functioning of economic structures and systems. With the inclusion of the first cryptocurrency Bitcoin in the system, a new technological revolution started. With the discovery of the blockchain-based operating mechanism of this crypto money, the infrastructure of the system has begun to be examined. With the features of the blockchain base that the entered data cannot be changed and it eliminates the need for intermediary institutions, it becomes attractive for every sector.
Blockchain technology, which has application areas in many sectors such as Commercial, Insurance, Banking, Health, Audit, Public and Taxation, and tax administrations follow these technological revolutions closely. Public and private sectors want to benefit from the advantages of blockchain technology and ensure the effectiveness of monitoring and auditing people's transactions. Blockchain-based infrastructures will affect and change the entire functioning of the system. Naturally, this technological revolution has advantages as well as disadvantages. In this study, the effects of the advantages and disadvantages of this technological revolution on the public sector and taxation mechanisms are evaluate.
