Abstract

Kuzey-Doğu Anadolu bölgesinde bulunan Kars ve çevresi Osmanlı Devleti’nin doğu sınırlarının güvenliği ve Kafkasya’ya doğru genişleme politikası açısından oldukça stratejik bir konumdaydı. İran’da Şah Tahmasb’ın ölümü ile yaşanan taht kavgaları ve iç karışıklıkları fırsat olarak değerlendiren Osmanlı Devleti, Lala Mustafa Paşa’yı 1578 yılında serdar olarak şark seferine gönderdi. Tiflis ve Şirvan’ı ele geçiren Serdar, İstanbul’dan gelen talimat ile İran sınırında müstahkem bir üs oluşturmak amacıyla harap halde olan Kars Kalesi’nin yeniden inşası ile görevlendirildi. Devletin bütün imkânlarını seferber etmesiyle kalenin yapımı 1579 yılında tamamlandı ve Kars 1580 yılında müstakil beylerbeylik olarak teşkilatlandırıldı. Kale içinde inşa edilen dinî, askerî ve sivil yapılarla uzun zamandır ıssız kalan Kars ve çevresi Erzurum’dan sonra önemli bir merkez haline getirildi. Farklı bölgelerde yaşayan aşiretlerin bölgeye gelip yerleşmesi teşvik edildi. Bu gelişmeler Serdar’ın yanında bulunan iki önemli tarihçi Gelibolulu Mustafa Âli ve Rahimî-zâde İbrahim Çavuş’un gözlemleriyle kaleme almış oldukları eserlerine ve o döneme ait Mühimme Defterleri kayıtlarına dayalı olarak ele alınmıştır.

Abstract

Kars and its surroundings, located in the North-Eastern Anatolia region, were in a very strategic position in terms of the security of the eastern borners of the Ottoman Empire and its expansion policy towards the Caucasus. The Ottoman Empire, taking advantage of the throne fights and internal turmoil with teh death of Shah Tahmasb in Iran, sent Lala Mustafa Pasha to the East expedition as Serdar in 1578. Serdar, who had captured Tbilisi and Shirvan, was tasked with rebuilding the dilapidated Kars Fortress in order to establish a fortified base on the Iranian border, upon instruction from Istanbul. With the mobilization of all the possibilities of the state, the construction of the castle was completed in 1579 and Kars was established as an independent governorship in 1580. With the religious, military and civil structures built in the castle, Kars and its surroundings, which had been uninhabited for a long time, became an important center after Erzurum.Tribes living in different regions were encouraged to come and settle in the region.These developments are discussed based on the observations of two important historians, Mustafa Ali ve Rahimî-zâde İbrahim Çavuş, who were with Serdar and the Mühimme Notebooks records of that period.
