BÖLGESEL EKONOMİK KALKINMADA YATIRIM DESTEK OFİSLERİNİN ROLÜ: AHİLER KALKINMA AJANSI BÜNYESİNDEKİ İLLER ÜZERİNE BİR ARAŞTIRMA

Abstract
ÖZET Ekonomik kalkınmanın sağlanmasında en önemli unsur doğru ekonomi yönetimi ve etkin kaynak dağılımın sağlanmasıdır. Geçmişten günümüze kadar uygulanan yöntemler arasında en etkili olan yönetim şeklinin özelden genele doğru olduğu görülmüştür. Ülkeler bölgesel kalkınmanın hızlandırılabilmesi için bölgesel kalkınmayı destekleyici aktörlerin gelişimine önem vermektedir. Bu amaçla kurulan bölgesel kalkınma ajanslarının temel hedefi bölgeler arası gelişmişlik farklarını minimum seviyeye indirmek ve kaynak dağılımında adaleti sağlamaktır. Her ajansın kurulduğu bölge içerisindeki bütün illerde aynı düzeyde gelişim sağlanabilmesi için bölge kalkınma ajansına bağlı, her il için Yatırım Destek Ofisleri (YDO) kurulmuştur. Bölgesel kalkınma ajanslarında biri olan Ahiler Kalkınma Ajansı (AHİKA), TR7 Düzey 2 bölgesinde bulunan Nevşehir, Aksaray, Kırıkkale, Kırşehir ve Niğde illerinde Yatırım Destek Ofisleri aracılığıyla hizmet vermektedir. Bu çalışmanın temel amacı Ahiler Kalkınma Ajansı’na bağlı olan yatırım destek ofislerinin güçlü ve zayıf yönlerini tespit ederek bölgesel kalkınmada olan etkinliklerinin arttırılmasını sağlamaktır. Yatırım destek ofisleri ile yapılan görüşmeler, faaliyet raporlarının ve geçmiş çalışmaların incelenmesi sonucunda elde edilen verilere göre çıkarımlar yapılmıştır. Verilere göre ofislerin en önemli avantajı ücretsiz faaliyetler gerçekleştirildiği için daha fazla yatırımcıya ulaşılması ve hizmet verilmesidir. En önemli eksikliği ise teknolojik alanda alt yapısının henüz beklenilen seviyede olmaması ve mali anlamda yatırımlara destek olamamasıdır.

ABSTRACT The most important factor in ensuring economic development is effective resource allocation and proper economic management. Among the methods used from the past to the present, it has been discovered that the most effective form of management is the transition from private to general. Countries place a premium on the development of regional development actors in order to accelerate regional development. The primary goal of the regional development agencies established for this purpose is to reduce regional development disparities and ensure equitable resource distribution. Investment Support Offices (YDO) have been established for each province under the regional development agency in order to ensure the same level of development in all provinces within the region where each agency is established. One of the regional development agencies, Ahiler Development Agency (AHİKA), provides services through Investment Support Offices in the TR7 Level 2 provinces of Nevşehir, Aksaray, Kırıkkale, Kırşehir and Niğde. The primary goal of this research is to identify the strengths and weaknesses of the Ahiler Development Agency's investment support offices in order to improve their effectiveness in regional development. Inferences were drawn based on data obtained from interviews with investment support offices, an examination of annual reports, and previous research. According to the data, the most significant benefit of the offices is the ability to reach more investors and provide services as free activities are carried out. The most significant shortcoming is that technological infrastructure is not yet at the expected level and cannot financially support investments.
