Abstract
Bir devletin sahip olduğu örgütlenme modeli kabine yapısını belirli oranlarda etkilemektedir. Üniter, federal, bölgeli veya konfederatif devlet modellerindeki kabinenin yapısını etkileyen unsurların neler olduğunu belirlemek bu çalışmanın temel amacıdır. Söz konusu soruya yanıt bulabilmek için örneklem nesneleri olarak Türkiye ve İspanya seçilmiştir. Bilindiği üzere, İspanya bölgeli devlet modeline sahiptir. Öte yandan Avrupa Birliği’ne üye bir ülkedir. Bu üyelik, İspanya’nın adeta bazen federal bir devletin bazen de bir konfederasyonun parçası gibi hareket etmesine neden olmaktadır. Bunlarla birlikte, İspanya’nın özellikle yargıda ve toprak bütünlüğünde gösterdiği tekçi yaklaşım onu üniter çizgiye yakınlaştırmaktadır. Türkiye ise Napolyonist üniter devlet modelini Türk devlet geleneği ile birleştiren bir merkezi devlet modeline sahiptir. Çalışmada ilk olarak, devlet modelinin kabine üzerindeki etkilerini ortaya çıkarmak için ülke yapılanmalarına ait temel bilgi ve bulgular derlenmiştir. Daha sonra ise Türkiye ve İspanya üzerinden söz konusu tartışmaya dönük yorumlar, öneriler ve analizler üretilmesi hedeflenmiştir. Buna göre İspanya ve Türkiye, devlet modeli bağlamında farklı yapılara sahip olsalar da kıta Avrupası devlet geleneği, Avrupa Birliği’nin etkileri, güncel gelişmeler ve devletin içkin doğası gibi unsurlar aracılığıyla birbirine yakın kabine yapılarına sahiptir. Bu durum, özellikle aynı devlet geleneği çerçevesinde yer alan ülkeler arasında, devlet modellerinin kabine üzerindeki etkisinin sınırlı olabileceğini düşündürmektedir.

Abstract
The organizational model of a state affects the structure of the cabinet. Main purpose of the study is to determine the factors of affecting the structure of cabinet organization in unitary, federal, regional or confederative state models. Examples were selected as Turkey and Spain to find answer to the question. As is known, Spain has a regional state model. On the other hand, it is a member of the European Union. This membership sometimes causes it to act as a part of a federal state and sometimes as a confederation. On the other hand, the monist approach ist that Spain has, especially in the judiciary and territorial integrity, closer type to unitary state. Spain has features from all state models. Turkey has Napoleonic model of the unitary model which combines tradition with the Turkish-Ottoman Empire. In the study, information were analyzed to reveal the effects of the state model on the cabinet around unique conditions, similar and different aspects of both countries in the context of the state models. In the last part, Turkey and Spain were examined through discussion-oriented reviews to make recommendations and analysis. According to this study, Spain and Turkey have similiar structures due to European tradition of state, the European Union, culture, nature of the spirits of the state, in terms of organization. Study suggests that government models have limited impacts on cabine organizations.
