Abstract
Sanayi Devrimi ile ortaya çıkan yeni düzen, sosyal hakların önemli ölçüde yitirilmesine neden olmuştur. Toplumdaki bireylerin, gerek sosyal ihtiyaçlarının karşılanması gerekse insani şartlarda yaşamlarını idame ettirmesi imkânsız hale gelmiştir. Siyasi idareler bu süreçte, işçi-işveren kaynaklı sorunları çözmek adına, bazı politikalar üretmiş, ilerleyen zamanda ise bu politikaların kapsamı genişletilmiş ve tüm toplumu kapsar hale gelmiştir. Türkiye'de 90'lı yıllar itibari ile ele alınmaya başlayan sosyal belediyecilik kavramı son yıllarda da tüm toplumu ilgilendiren ve önemini giderek arttıran bir kavram haline gelmiş, bu yönüyle de incelenmeye değer görülmüştür. Bu çalışmanın amacı; bir yerel yönetim birimi olan Tekirdağ Büyükşehir Belediyesi'nin sosyal belediyecilik kavramı çerçevesinde gerçekleştirdiği hizmet ve yardımları incelemek ve bu kapsamda hangi fonksiyonların kullanıldığını ortaya koymaktır.

Abstract
The new order that emerged with the Industrial Revolution, caused a significant loss in social rights. It has become impossible to meet social needs and to sustain lives in humanitarian conditions for the people in society. In order to solve the problems arising from the labor relations, political administrations have produced some policies in process of time, the scope of these policies has been extended and they have become to cover whole society. The concept of social municipality, which has started to be considered by the 90s in Turkey, has increased its importance gradually and in recent years has started to concern the whole society; in this respect, it has worth to review. The aim of this study is to examine the services and assistance provided by Tekirdağ Metropolitan Municipality, which is a local government unit, within the concept of social municipality and to reveal which functions are used in this context.
