Abstract
28 Haziran 1914 tarihinde Avusturya-Macaristan veliahtının bir Sırplı tarafından öldürülmesi ile başlayan Birinci Dünya Savaşı, dünya tarihinin en kapsamlı savaşı olmuştur. İçinde bulunduğu ekonomik buhranla söz konusu savaşa dâhil olan Osmanlı Devleti için savaş, bir yıkım niteliğinde olmuştur. Zira Osmanlı Devleti'nin tüm imkânlarını seferber ederek girdiği bu savaşta; cephelerde binlerce şehit verilirken, cephe gerisinde kalan Osmanlı halkı da bir yaşam savaşı vermiştir. Cephe ile cephe gerisinin belirsizleştiği Birinci Dünya Savaşı’nda Türkiye'de yaşayan sivil halk, açlığın ve yoksulluğun pençesinde hayatta kalmak için mücadele etmiştir. Bununla birlikte Osmanlı toplumu tarafından imrenilerek bakılan memurlar da Birinci Dünya Savaşı'ndan olumsuz etkilenmiştir. Bu çalışmada da Birinci Dünya Savaşı sürecinde Türkiye'de yaşayan memurların yaşadığı sorunlar ele alınmıştır. Elde edilen bulgulardan savaş yıllarında memurların büyük bir kısmının açlığın ve sefaletin pençesine düştüğü ve içlerinden bazılarının hayatta kalabilmek için dilencik yapmak zorunda kaldığı tespit edilmiştir. Bunun yanı sıra savaş sürecinde memurların bir kısmının ticaretle uğraştığı, bir kısım memurun ise karaborsacılık yaptığı anlaşılmaktadır. Savaş sürecinde memurların başka işlerle meşgul olmaları ise memur kadrolarının boşalmasına neden olmuştur.

Abstract
The First World War, which began with the kill of the Austro-Hungarian crown prince on 28 June 1914 by a Serbian, was the most comprehensive war in world history. The war was a destruction for the Ottoman Empire involved in the war with the economic depression caused by the Balkan Wars. While thousands of soldiers were martyred in fields of this war in which the Ottoman Empire used every means available, the Ottoman people behind the front also fought a life war. In the First World War where front and the rest of the front become obscured, Ottoman people who lived in Turkey has been affected at the maximum level Civilians living in Turkey has struggled to survive in the grip of hunger and poverty with the participation of the Ottoman Empire in the war However, Civil servants coveted by Ottoman society were highly influenced by the First World War. In this study, the problems experienced by the civil servants who lived in Turkey during the First World War have been addressed. According to the data obtained, it was detected that most of the civil servants fell into the grip of hunger and misery during the war years, and some of them even had to begging to survive. In addition to this, some of the civil servants are engaged in trade while some civil servants made profiteering.
