Abstract
Bilgi toplumunda yaşanan kültürel, sosyal, siyasal ve ekonomik koşullara bağlı olarak yerel yönetimler de bundan etkilenmektedir. Nitekim günümüzde yerel yönetimler, demokratik kapasitesi ve etkinlik düzeyleri olarak gelişmektedirler. Bu bakımdan yerel yönetimler, halka en yakın idari birimler olarak kamusal politikaların belirlenmesinde önem taşımaktadırlar. Yerel yönetimlerin yerine getirdiği politikalardan biri de sosyal hizmet alanındadır. Bu bakımdan yerel yönetimler sosyal politika ve hizmet bağlamında eğitim ve çocuk gelişimi konusunda da gündemini korumaktadır. Eğitim, modern demokratik toplumların dikkate değer kamu politikası alanlarından biridir. Bu noktada devletler, çağımız olan bilgi toplumunda geleceğin ekonomik, toplumsal ve kültürel kalkınmasını yakalamak için eğitime gerekli olan yaptırımı sağlamakta ve bunun için tüm olanakların yolunu açmaktadırlar. Yarınların geleceği olan çocukların da kaliteli, katılımcı ve öğrenmeye dayalı bir biçimde yetiştirilmesinin gereği ortadadır. Bu çalışmada da yerel yönetimler, eğitim sistemleri/faaliyetleri, devletlerin konu hakkında eylemleri, çocuk gelişimi üzerinde durulmaktadır. Farklı ülkelerden verilen örnekler çerçevesinde de farklı siyasi kültüre sahip ülkelerde konuya bakış açısı değerlendirilmektedir.

Abstract
Local governments are also affected by the cultural, social, political and economic conditions in the information society. As a matter of fact, local governments are developing as democratic capacity and efficiency levels. In this respect, local governments are important in determining public policies as the closest administrative units. One of the policies implemented by local governments is in the field of social work. In this respect, local governments maintain their agenda in terms of education and child development in terms of social policy and service. Education is one of the remarkable public policy areas of modern democratic societies. At this point, states provide the sanction necessary for education in order to capture the economic, social and cultural development of the future in the information society of our age and they open the way for all possibilities. It is obvious that children who are the future of tomorrow should be raised in a quality, participatory and learning manner. In this study, local governments, education systems / activities, actions of states on the subject, child development are emphasized. Within the framework of the examples from different countries, the perspective of the subject is evaluated in countries with different political cultures.
