Abstract
Günümüzde geçmişte de olduğu gibi stratejik bir öneme sahip olan suyun güvenliği, küresel ısınmanın doğurduğu ciddi sorunlar ile birlikte dünya gündemini daha fazla meşgul etmeye başlamıştır. Geçmişte medeniyetlerin kurulduğu yerleri etkileyen daha sonra bu medeniyetlerin ekonomisinde büyük bir rol oynayan su Ortadoğu’da da büyük bir öneme sahip idi. Ortadoğu’nun sahip olduğu verimli topraklar, buradaki medeniyetlerin ekonomik faaliyetlerini etkilemiş, bunun sonucunda da bu topraklarda geçmişten günümüze kadar önemini devam ettiren tarımcılık yaygınlaşmıştır. Böylece suyun stratejik önemi daha da artmıştır. Bu çalışmanın amacı ise Türkiye-Suriye ilişkilerinde geçmişte önemli bir role sahip olan suyun günümüzde hala bir sorun olarak devam ettiğini incelemek olacaktır. Suriye’de 2011 yılında başlayan iç savaş sırasında da gündeme gelmiş olan su sorunu iki ülke arasında yeniden ciddi problemlere neden olabilecek potansiyele sahiptir. Çalışmanın kapsamında da iki ülke arasında su konusunda sorunlara neden olan iki ülkenin su konusunda izlemiş oldukları politikalar, sahip oldukları su miktarları incelenecektir. Aynı zamanda sorunun çözümü için atılmış olan adımlarla birlikte uluslararası hukukta sınır aşan sularla ile ilgili hükümlere de değinilecektir.

Abstract
Security of water which has a strategic importance at present as well as in the past began occupying much more world’s agenda with serious problems caused by global warming. Water that has affected the places where civilizations were founded and later had an important role on the economies of those civilizations had big importance in the Middle East as well. Middle East’s fertile soils effected civilizations living there, as a result of that agriculture continuing its importance from past till now, became widespread in these soils. Thus strategic importance of water increased more than before. The goal of this study will be to examine that water, that has an important role between Turkey-Syria relations in the past, continues its importance at present. Water dispute, had been brought to the agenda during the Civil War in Syria which has started in 2011, has a potential that can cause serious problems in the relations between both countries. In the scope of this study, it will be examined that policies followed by both countries on water, countries’ water amounts which are caused disputes between both countries. At the same time, it will be mentioned that those terms about transboundary waters in the international law literature with steps that have taken by both countries for solving the disputes.
