Abstract
Çocuk istismarı küresel ve ciddi bir sorundur. Gelişmiş ülkelerde bu sorunun çözümü için yapılan çalışmalar nispeten daha iyi durumdadır. Ancak tüm çalışmalara karşın bu sorunun sıfırlan-ması mümkün olamamıştır. Ayrıca bu sorun sade yasa sorunu olmayıp, kamu yönetiminin çok yönlü ve planlı bir biçimde çalışmasını, konuya ciddiyetle yaklaşmasını gerektirir. Avrupa Birliği (AB) yapı-lan hukuki düzenlemeler ve kamu yönetiminin çalışmaları bu sorunun azaltılmasını ve hatta kontrol altına alınmasını sağlamıştır denilebilir. Zira, AB yasal bağlamda önemli tedbirler almış ve bu sorun bir insan hakkı ihlali olarak görmüş ve bu bağlamında ele almış ve çeşitli standartlar getirmiştir. Ayrıca Avrupa Konseyi 2009 yılında “Şiddete Karşı Bütüncül Strateji Belgesini” yayınlamış ve Birlik ülkelerine hem yol göstermiş hem de işbirliği kapılarını açmıştır. Teknolojik gelişmelerin sunduğu iletişim ve ulaşım kolaylıklarının çocuk istismarı konusunda önemli ölçüde etkili olduğu ve sosyal yaranın büyümesine yol açtığı da bir gerçektir. Bu nedenle AB bu sorunun bütüncül bir yaklaşımla ele alınması gerektiği hususunu öngörmüş ve üyelerini bu konuda desteklemiştir. AB, çocuk istismarı konusunun eğitimli ve bilinçli bir toplumla çözülebileceğinin bilincindedir. Pekçok konuda olduğu gibi bu hususta da kamu yönetiminin önemli sorumlulukları vardır. Çağımızın en önemli meselelerinden birisi olan çocuk istismarının ele alındığı bu makalede, AB bağlamında genel bir bakış açısı sunulmaya çalışılmıştır.

Abstract
Child abuse is a global and serious question. In developed countries the work done to solve this problem is relatively better. However, it is not possible to reset this problem against all studies. In addition, this problem is not a simple law problem, but requires that the public administration work in a multi-faceted and planned manner and take serious consideration of the issue. The legal arrange-ments made by the European Union (EU) and the efforts of the public administration can be said to reduce or even control this problem. Because the EU has taken important measures in the legal context and has seen this issue as a violation of human rights and has taken it in this context and has set vari-ous standards. In addition, the Council of Europe published the "Integrated Strategic Document Against Violence" in 2009, and it has guided the Union countries and opened the doors of cooperation. It is also a fact that the communication and transportation facilities offered by technological developments are important in terms of child abuse and lead to the growth of social welfare. For this reason, the EU has foreseen the need to address this issue in a holistic approach and has supported its members on this issue. The EU is aware that the issue of child abuse can be solved with an educated and conscious society. Public administration has important responsibilities in this issue as it is in many subjects. In this article, which deals with child abuse, one of the most important issues of our era, we tried to present an overview of the EU context.
