Abstract
Devletler, ulusal sınırları içinde yaşayan vatandaşlarının ortak ihtiyaçlarını karşılamak ve genel çıkarlarını korumak adına iki temel örgütlenmeye sahiptir; merkezi yönetimler ve yerel yönetimler. Yerel yönetimler, yerel bir topluluğun ortak ihtiyaçlarını karşılamak amacıyla kurulmuş demokratik ve özerk birimlerdir. Bu çalışmada Bulgaristan Cumhuriyeti’nin yerel yönetim yapılanması ele alınmıştır. Ülkedeki yerel yönetim yapılanmasının tarihsel evrimi incelenerek, yasal çerçevesiyle günümüz yapılanmasına değinilmiştir. 1991 yılında kabul edilen ve halen yürürlükte olan Bulgaristan Cumhuriyeti Anayasası’nda yerel yönetimler ayrı bir bölümde "Yerinden Yönetim ve Yerel İdare” başlığı altında düzenlenmiştir. Anayasanın ilk bölümünde yerel özyönetim şu şekilde ilan edilmiştir: "Bulgaristan Cumhuriyeti, yerel öz yönetim temelinde birleşik bir devlettir". Anayasa’nın 135.maddesine göre, Bulgaristan Cumhuriyeti toprakları belediye ve bölge idaresi olmak üzere ikili bir idari yapıya sahiptir.

Abstract
States have two basic organizations in order to meet the common needs of their citizens living in their national borders and to protect their general interests; Central and local governments. Local governments are democratic and autonomous units established to meet the common needs of a local community. In this study, the local governance structure of the Republic of Bulgaria was discussed. The historical evolution of the local governance structure in the country is examined and its current structure is addressed by legal framework. In the Constitution of the Republic of Bulgaria, which was adopted in 1991 and is still in force, the local administrations were organized under the heading of "Local Government and Local Government" in a separate section. In the first part of the Constitution, the local self-government was proclaimed as follows: "The Republic of Bulgaria is a unified state on the basis of local self-government". According to Article 135 of the Constitution, the territory of the Republic of Bulgaria has a dual administrative structure, namely the municipality and the regional administration.
