Abstract
Bu çalışma, sanat ve propaganda arasındaki ince çizgiyi Francisco Goya'nın eserleri üzerinden incelemektedir. Araştırma kapsamında sanat ve propaganda kavramları arasındaki ilişki ele alınarak, bu iki alan arasındaki önemli ve hassas denge vurgulanmıştır. Bu doğrultuda Goya’nın hayatı ve sanatsal yolculuğu incelenmiş, özellikle Los Caprichos ve Savaşın Felaketleri serilerinden eserleri, nitel araştırma yöntemlerinden doküman analizi kullanılarak incelenmiştir. Çalışmada Goya'nın eserlerinin, belirli bir ideolojiyi veya politik mesajı doğrudan desteklemekten ziyade, toplumun eleştirel bir bakış açısıyla sorgulanmasını teşvik ettiği vurgulanmıştır. Bu durum, onun sanatını sadece bir propaganda aracı olarak değil, aynı zamanda derin ve düşündürücü bir sanat formu olarak değerlendirilmesine olanak tanımıştır. Sonuç olarak, Goya'nın eserlerinin sanat ve propaganda arasındaki ince çizgiyi başarıyla koruyabilen nadir bir sanat anlayışını temsil ettiği ve bu açıdan önemli bir örnek teşkil ettiği sonucuna varılmıştır.

Abstract
This study examines the fine line between art and propaganda through the works of Francisco Goya. Within the scope of the research, the relationship between the concepts of art and propaganda is discussed and the important and delicate balance between these two fields is emphasized. In this direction, Goya's life and artistic journey were examined, and especially his works from the Los Caprichos and Disasters of War series were analyzed using document analysis, one of the qualitative research methods. In the study, it is emphasized that Goya's works encourage the questioning of society from a critical point of view, rather than directly supporting a particular ideology or political message. This allowed his art to be considered not only as a propaganda tool but also as a profound and thought-provoking art form. As a result, it is concluded that Goya's works represent a rare understanding of art that successfully maintains the fine line between art and propaganda, and in this respect, they constitute an important example.
