Bu çalışma Türkiye'de siyasetin finansmanını analiz etmeyi amaçlamaktadır. Çalışma, siyasi partilerin finansman kaynaklarını, bu kaynakların şeffaflığını ve denetim mekanizmalarını incelemektedir. Türkiye'deki seçim sistemine kavramsal çerçeve sunulduktan sonra ülkedeki siyasi kültür ve partilerin genel durumu değerlendirilmiştir. Siyasetin finansmanı kavramsal olarak ele alınmış ve tarihsel süreç içinde siyasetin finansmanı ile dünyadaki uygulamalar incelenmiştir. Siyasi partilerin finansman kaynakları arasında devlet yardımları, özel bağışlar ve üyelik aidatları yer almaktadır. Bu kaynakların şeffaf olmaması ve yeterince denetlenmemesi önemli bir sorun olarak vurgulanmıştır. Siyasi partilerin mali denetimi, ilgili yasal düzenlemeler ve denetim organları tarafından yapılmakta ancak bu süreçlerin etkinliği sorgulanmaktadır. Mali denetim ve uygulanan yaptırımların yetersizliği, siyasi partilerin mali şeffaflığını azaltmaktadır. Bu sebeple Türkiye'de siyasetin finansmanının daha şeffaf ve hesap verebilir bir yapıya kavuşturulması için reform önerileri sunulmuştur. Bu öneriler arasında, siyasi partilerin gelir ve harcamalarının detaylı ve açık bir şekilde raporlanması, denetim mekanizmalarının güçlendirilmesi ve toplumun siyasi sürece olan güveninin artırılması yer almaktadır. Çalışma, Türkiye'de demokratik sürecin etkin işleyişi için siyasetin finansmanının şeffaf ve denetlenebilir olmasının önemini vurgulamaktadır. |

This study aims to analyse the financing of politics in Turkey. The study analyses the sources of financing of political parties, their transparency and control mechanisms. After presenting the conceptual framework of the electoral system in Turkey, the political culture and the general situation of the parties in the country are evaluated. The financing of politics is discussed conceptually and the financing of politics in the historical process and the practices in the world are analysed. The sources of financing of political parties include state aids, private donations and membership fees. The fact that these sources are not transparent and not sufficiently audited is emphasised as an important problem. Financial auditing of political parties is carried out by relevant legal regulations and audit bodies, but the effectiveness of these processes is questioned. The inadequacy of financial auditing and sanctions imposed reduces the financial transparency of political parties. For this reason, reform proposals have been made to make the financing of politics in Turkey more transparent and accountable. These recommendations include detailed and open reporting of political parties' revenues and expenditures, strengthening audit mechanisms and increasing public confidence in the political process. The study emphasises the importance of transparent and auditable political financing for the effective functioning of the democratic process in Turkey. |
