The Concepts of Participation, Democracy and Legitimacy at Jürgen Habermas: Thinking On Ombudsman Governance

Abstract
Jürgen Habermas is an intellectual and philosopher who has come to the fore in the field of philosophy and social sciences, especially in the 20th century. Habermas, Frankfurt School, Marx's contemporary criticisms and contributions, his search for methods on hermeneutics, his writings on Germany's current political and social problems, and his views on the state have left a deep impact on social sciences. Habermas revealed new perspectives and theories of knowledge in scientific fields with the richness he brought to political and public concepts such as democracy, participation and legitimacy. The concepts of governance and ombudsman, which constitute the main subject of this study, were also influenced by the aforementioned method and theory of knowledge. The main purpose of this study is to present the concept of "ombudsmanance" as a new view and thought to the literature by making a connection between Habermas's fundamental views on philosophy and social sciences, and ombudsman and governance. The method of the study is the literature review.

Jürgen Habermas, özellikle 20. Yüzyılda düşünce üretmiş felsefe ve sosyal bilimler alanında öne çıkmış bir entelektüel ve filozoftur. Habermas, Frankfurt Okulu, Marx’ın çağdaş eleştirileri ve katkıları, yorumsamacılık üzerine yöntem arayışları, Almanya güncel siyasal ve toplumsal sıkıntıları üzerine yazdıklarıyla ve devlet görüşleriyle sosyal bilimlerde derin etkiler bırakmıştır. Habermas, demokrasi, katılım ve meşruiyet gibi siyasal ve kamusal kavramlara kazandırdığı zenginlik ile bilimsel alanlarda yeni perspektifleri ve bilgi teorilerini ortaya çıkarmıştır. Bu çalışmanın temel konusunu oluşturan yönetişim ve ombudsman kavramları da sözü edilen yöntem ve bilgi kuramından etkilenmiştir. Bu çalışmanın temel amacı, Habermas’ın esas olarak felsefe ve sosyal bilimler üzerine temel görüşleri ile ombudsman ve yönetişim arasında bağlantı kurarak, literatüre yeni bir görüş ve düşünce olarak “ombudsmanişim (ing. ombudsmanance)” kavramını sunmaktır. Çalışmanın yönetimi ise literatür taramasıdır.
