Abstract
Bu çalışmada uluslararası polis işbirliğinin terörizm ile olan mücadelesinde oynadığı rol ele alınmıştır. Çeşitli uluslararası polis teşkilatları bulunsa da çalışmada Uluslararası Kriminal Polis Örgütü (INTERPOL) teşkilatı ele alınmıştır. Çalışma INTERPOL’ün göstermiş olduğu çeşitli suç alanlarındaki mücadele türlerinden “terörizm” ile olan mücadelesi ele alınarak konu sınırlandırılmıştır. Bu mücadele ortaya konulmadan önce konunun daha iyi anlaşılabilmesi açısından terör ve terörizm kavramlarından, terör türlerinden, INTERPOL’ün terörizm ile olan mücadele evrelerinden, INTERPOL teşkilatının genel yapısından kısaca bahsedilmiştir. Çalışmada nitel araştırma tekniği kullanılarak konu hakkında yazılmış kitap, tez, makale ve internet kaynakları taranmıştır. Çalışma sonucunda INTERPOL teşkilatının terörizm ile olan mücadelesinde politik bir tavır takındığı, bu tavrın terörizm ile olan mücadelesinde yetersizlik yarattığı, terör suçlusu şahıslar hakkında bülten çıkartmada üye devletlere sıkı bir kurallar dizini getirdiği ayrıcı üye ülkelerin suçlu iadesinde politik davrandıkları ortaya konulmuştur. Sonuç olarak terörizm ile mücadelede polisiye işbirliği teşkilatı INTERPOL’ün terörizm ile mücadelede göstermiş olduğu mücadeleyi iyileştirici nitelikte önerilerde bulunulmuştur. Bu çalışmada Uluslararası terörizm ile mücadelede etkin rol oynayan İnterpol Teşkilatı’nın bu mücadelede ki yetersizliğine nelerin neden olduğu sorusu cevap aranmaktadır. Bunun için önce “Terörizm” kavramı tartışılmış, ardından İnterpol Teşkilatından kısaca bahsedildikten sonra İnterpol’ün terörizm ile olan mücadele evreleri ele alınmış, son olarak üye ülkelerin mevcut teşkilat içindeki terörizm konusunda göstermiş oldukları politik tavrın teşkilatın terörizm ile olan mücadelesine nasıl etki ettiği ele alınmıştır.

Abstract
In this study, the role of international police cooperation in the fight against terrorism is discussed. Although there are several international police organizations, the International Criminal Police Organization (INTERPOL) has been discussed in the study. The study has limited the topic by addressing INTERPOL's struggle against terrorism, one of the types of struggle in various crime areas. Before addressing this struggle, the concepts of terror and terrorism, the types of terrorism, the phases of INTERPOL's fight against terrorism and the general structure of INTERPOL organization are briefly mentioned in order to make the topic more understandable. In this study, books, thesis, articles and internet resources written about the topic were analyzed by using Qualitative Research Technique. As a result of the study, it was revealed that INTERPOL took a political stand in the fight against terrorism, this attitude caused inadequacy in the fight against terrorism and brought a strict set of rules to the member states in issuing bulletin about terror criminals. It was also revealed that member states acted politically in extradition. As a result, suggestions were made to improve the fight against terrorism by INTERPOL, the police cooperation organization in the fight against terrorism. In this study, the question of what causes the inadequacy of the Interpol Organization, which plays an active role in the fight against international terrorism, is sought. To this end, the concept of “terrorism was first discussed, and after the Interpol Organization was briefly mentioned, the phases of Interpol's fight against terrorism were discussed, and finally, how the political attitude of the member states on terrorism within the existing organization has been discussed.
