HEGEMONYA, ALTYAPISAL İKTİDAR VE DİSİPLİNE EDİCİ İKTİDAR KAVRAMLARININ DEVLET ÜZERİNE DEĞERLENDİRMELERİ

Abstract
Devlet kavramı tanımlamanın ve çözümlemenin oldukça zor olduğu birçok araştırmacı ve teorisyen tarafından kabul edilmektedir. Üstelik araştırmacıların birçoğu devlet kavramıyla ilgili olarak bir tanımlama yapma işlemine girişmeden ve devlete bir değer atfetmeden değerlendirmeler yapmaktadır. Ayrıca bazı araştırmalarda ise devlet kavramı, katı işlevselci bir bakış açıyla siyasal düzen ve yönetim üzerine odaklanılmaktadır. Ancak devletin doğası, biçimleri, işlevleri ve kendine özgü bir tanımı hala tartışmalı konuların başında gelmektedir. Durumunda böyle olmasında hiç şüphesiz siyaset bilimi ve siyaset sosyolojisi alanındaki kuramların bütüncül bir devlet kuramı ortaya atamaması yer almaktadır. Bu konuya en çok eğilim Marksizm’de dahi devleti çözümleye yönelik eksik noktalar bulunmaktadır. Nitekim bu noktada Antonio Gramsci, Michael Mann ve Michel Foucault gibi düşünürlerin devlete ve iktidara ilişkin söylemleri oldukça önemlidir. Bu çalışma kapsamında ilk olarak Antonio Gramsci, Michael Mann ve Michel Foucault’nun iktidar çözümlemelerine ilişkin olarak ortaya atmış oldukları kavramlar irdelenmiştir. Bu kavramlardan yola çıkarak yapılan devlet çözümlemeleri değerlendirilmiştir. Bu değerlendirmelerin bir devlet kuramı oluşturma boyutuna ulaşıp ulaşamadığı incelenmiştir. Son olarak bu kavramların devleti çözümleyebilme noktasında, ne derece yeterli olduğu tespit edilmeye çalışılmıştır. Çalışma sonucunda elde edilen bulgular devlet kuramları alanındaki literatüre çeşitli yönlerden katkı sağlamaktadır.

Abstract
It is accepted by many researchers and theorists that the concept of state is difficult to define and analyze. Moreover, many of the researchers make evaluations about the concept of the state without undertaking a definition and assigning a value to the state. In addition, some researches focus on the concept of the state and the political order and management from a rigid functionalist point of view. However, the nature, forms, functions and a specific definition of the state are still the most controversial issues. In such a case, it is without doubt that theories in the field of political science and political sociology cannot raise a holistic state theory. The most common point in this subject is the lack of Marxism even in the deficiencies of analyzing the state. At this point, the discourses of philosophers such as Antonio Gramsci, Michael Mann and Michel Foucault about state and power are very important. In the scope of this study, firstly the concepts of Antonio Gramsci, Michael Mann and Michel Foucault about power analysis were examined. Based on these concepts, state analyzes have been evaluated. It was examined whether these evaluations reached a dimension of state theory. Finally, it has been tried to determine how adequate these concepts are in analyzing the state. The findings of the study contribute to the literature in the field of state theories in various ways.
