Abstract
Mimari miras, insanlığın ortak değeri olarak önemi her geçen gün daha iyi anlaşılan yapı ve yapı gruplarını içermektedir. Bu değerlerin korunması, çeşitli yasa ve tüzüklerle detaylandırılarak bilimsel bir çerçeveye oturtulmuştur. Söz konusu yasal çalışmalarda korumaya dair pek çok yaklaşım ve uygulama biçimi ele alınmakla birlikte, korumaya katkı sağlayacak olan ya da koruma çalışmaları ile karşılıklı fayda ilişkisi kuran çeşitli kavramlar da detaylandırılmıştır. Kalkınma, turizm gibi farklı disiplinler içeren bu kavramların kesiştiği noktalardan biri, Cittaslow hareketidir.
Cittaslow, temelini insan yaşamındaki çeşitli parametrelerin yavaşlatılması ve böylece hayat kalitesinin arttırılmasından almaktadır. Ortaya çıktığı ilk süreçten itibaren mimarlık ve yapılı çevre ile de ilişki kuran bu yaklaşım, yavaş şehir anlamı altında kentlerin kimliğinin, özgün değerlerinin ve mimari mirasının korunmasına ve bunlarda görülen değişimlerin/dönüşümlerin yavaşlamasına da odaklanmıştır. Bu anlamda Cittaslow tüzüğü, pek çok yönden mimari mirasın korunmasına ve gelecek nesillere doğru bir şekilde aktarılmasına katkı sağlayacak şekilde ortaya koyulmuştur. Buradan hareketle çalışmanın amacı, Cittaslow hareketine dâhil olan pek çok yerleşimi bünyesinde barındıran ve bu anlamda büyük başarı elde eden Türkiye’de, bu harekete yeni katılan yerleşimlerden biri olan Arapgir’in mimari mirasını koruma ve Cittaslow ilişkisi üzerinden ele alarak bu mirasın geleceğe aktarılmasına katkı sağlamaktır. Bu kapsamda koruma ve Cittaslow kavramları detaylı olarak araştırılmış ve Arapgir’de mimari mirasın mevcut durumu yerinde incelenmiştir. Çalışmanın yöntemini Arapgir’de yapılan yerinde gözlemler ve elde edilen verilerin Cittaslow hareketine kabul edilme kriterleri bağlamında değerlendirilerek, korumaya dair yasa ve tüzükler ışığında öneriler ortaya koyulması oluşturmaktadır. Çalışma sonucunda Arapgir’de mimari mirasın Cittaslow hareketine dâhil olduktan sonraki olumlu ve geliştirilmesi gereken yönleri belirlenmiş ve bunlara yönelik öneriler sıralanarak korumaya katkı sağlamak hedeflenmiştir.

Abstract
Architectural heritage includes buildings and building groups, the importance of which is understood better day by day as the common value of humanity. This approach, which has also been in contact with architecture and the built environment since the first process it emerged, has also focused on conserving the identity, original values and architectural heritage of cities and slowing down the changes/transformations seen in them, under the meaning of slow city. In these legal studies, many approaches and practices regarding conservation are discussed, and various concepts that will contribute to conservation or establish a mutually beneficial relationship with conservation studies are also detailed. One of the intersection points of these concepts, which include different disciplines such as development and tourism, is the Cittaslow movement.
Cittaslow is based on slowing down various parameters in human life and thus increasing the quality of life. This approach, which has also been in contact with architecture and the built environment since the first process it emerged, has also focused on conserving the identity, original values and architectural heritage of cities and slowing down the changes/transformations seen in them, under the meaning of slow city. In this sense, the Cittaslow charter has been put forward in many ways to contribute to the conservation of the architectural heritage and its proper transmission to future generations. From this point of view, the aim of the study is to contribute to the transfer of this heritage to the future by considering the architectural heritage of Arapgir, which is one of the new settlements in this movement, in Turkey, which includes many settlements included in the Cittaslow movement and has achieved great success in this sense. In this context, the concepts of conservation and Cittaslow are investigated in detail and the current state of the architectural heritage in Arapgir is examined on site. The method of the study consists of on-site observations made in Arapgir and evaluating the data obtained in the context of the criteria for acceptance into the Cittaslow movement, and putting forward suggestions in the light of laws and regulations on conservation. As a result of the study, the positive and developmental aspects of the architectural heritage in Arapgir after being included in the Cittaslow movement were determined and it was aimed to contribute to the conservation by listing the suggestions for these.
