Abstract
Demokrasi bilincinin gelişmesine bağlı olarak gelişen yerel yönetimler, ülke genelinde yaşanan yapısal ve işlevsel sorunlardan etkilenmekle birlikte kendi içerisindeki sorunlarla dış dünyayı etkileyebilmektedir. Denilebilir ki, yerel yönetimlerin demokrasi anlayışı ülke genelinde var olan demokrasi anlayışı hakkında önemli ipuçları vermektedir. Yerel yönetimlerin demokrasideki gücü ve etkisi, hem kendi içerisindeki işleyiş ve uygulamalardan, hem de diğer yerel yönetim birimleriyle bir araya gelerek oluşturdukları sinerjiden kaynaklanmaktadır. Yerel yönetim birlikleri, hem yerel sorunların çözümü hem de yerel yönetimler arasında işbirliği sağlayarak daha güçlü görünme gibi etkileri sağlamak üzere oluşturulmuş yapılardır. Bu yapıların her öğesi bir yerel yönetim birimi olduğuna göre yerel yönetimlerdeki sorunların benzer örnekleri yerel yönetim birliklerinde de görülebilmektedir.
Bu çalışmada, yerel yönetimlerin gelişimi ve merkezi idareye karşı daha güçlü durabilmeleri açısından önem arz eden yerel yönetim birliklerinin mevcut sorunları ve bu sorunların çözümü aşamasında neler yapılabileceği ele alınmıştır. Ortaya çıkarılan çalışma, yerel düzeyde demokrasinin gelişimi açısından önem arz etmekle birlikte bu konuda yapılabilecek diğer çalışmalarda, yerel yönetim birlikleriyle ilgili yeni bakış açılarının gelişmesine de yardımcı olabilecektir.

Abstract
Local governments, which develop depending on the development of democracy awareness, are affected by the structural and functional problems experienced throughout the country, but they can affect the outside world with their own problems. It can be said that the understanding of democracy of local governments gives important clues about the understanding of democracy that exists throughout the country. The power and influence of local governments in democracy stems from both the internal processes and practices, as well as the synergy they create by coming together with other local government units. Local government unions are structures that have been created to provide both the solution of local problems and the effect of appearing stronger by providing cooperation between local governments. Since each element of these structures is a local government unit, similar examples of problems in local governments can be seen in local government unions.
In this study, the current problems of local government unions, which are important for the development of local governments and their ability to stand stronger against the central administration, and what can be done in the solution of these problems are discussed. The resulting study is important for the development of democracy at the local level, and it will also help to develop new perspectives on local government unions in other studies that can be conducted on this subject.
