Abstract
İller arasında gelişmişlik farklarının belirlenebilmesi için gelişmişliğin tanımlanması ve belirli bir gelişmişlik düzeyine ulaşmada sağlanan başarının bu tanıma göre değerlendirilmesi gereği açıktır. DPT tarafından yapılan çalışmada ekonomik ve sosyal alanlardan seçilen çeşitli göstergeler yoluyla “gelişme” olgusunun bir anlamda tanımı da yapılmaktadır. Bu olgu çok boyutlu ve soyut bir kavram olduğundan istatistik tekniği aracılığı ile ölçülebilir ve somut bir yapıya indirgenmiştir ve bunun sonucunda illerin gelişmişlik düzeyleri belirlenmiştir.
Genellikle gelir artışlarıyla ölçülen ekonomik büyüme, toplumsal gelişmişliği tam olarak açıklayamadığından, sadece talep genişlemesini açıklayabilen dar kapsamlı bir veri olarak kabul edilmektedir. Gelişme kavramı ise fiziki kapasite büyüklüğü ve gelir artışı gibi iktisadi gelişmelerle birlikte bunların gelir grupları, sosyal ve ekonomik birikimlerin belirtildiği bir bütünü yani toplumsal gelişme seviyesini göstermektedir. Sonuç olarak bu çalışmaya konu olan sosyo - ekonomik gelişme, kişi başına düşen milli gelirin arttırılması şeklinde tarif edilen iktisadi büyüme kavramının yanında yapısal, insani gelişmeyi içine alan ve belirlenebilen bütün sosyal değişkenlere de yer vermektedir.
Bu çalışma bir sosyal tarih çalışması niteliğinde olup Muş’un DPT sonrası nüfus, eğitim, sağlık, ekonomi, sanayi, tarım gibi sosyo- ekonomik gelişimi incelenerek sonuç ortaya koyulmuştur.

Abstract
In order to determine the difference of the development between cities,the definition of development and the evaluation of the success in reaching a certain development according to this definition is necessary.In this study made by DPT the definition of “development” notion has been made by several indications selected from economical and social areas.
As this notion is multi-dimension and an abstract term,it is reduced to concrete structure and can be measured by statistic method.As a result of this,the development level of the cities has been defined.The economical development generally measured by income-increase can’t explain the social development completely.So it is accepted as a low-extent data which explains only the demand-increases.The term of the development indicates the economic developments like the physical capacity-increase and income-increases.Besides, it indicates the income groups and the whole which social and economical accumulation are explained.Meanwhile it shows the level of social development.
As a consequence,the topic of this study the socio-economic development contains the term of economical growth which described as the increase of social income for a person.It also contains the structural and all definable social modulations which include the personal development.In this study,socio-economic development of Muş such as population,education,health,economy,industryand agriculture have been analyzed after DPT and so the study has been bruoght to consequence.
