Abstract
Osmanlı İmparatorluğu ile ilgili yazılar, gerek İmparatorluğun düşmanlarına karşı yürütülen dış istihbarat operasyonları bağlamında gerekse iç güvenlik bağlamında sıklıkla istihbarat faaliyetlerinden söz etmektedir. Nitekim Osmanlı Devleti klasik dönemden itibaren istihbarat çalışmalarına büyük önem vermiş, içeride ve dışarıda yapacağı her askeri ve siyasi hamle bu kanallardan gelen bilgilerle şekillenmiştir. Yarattığı bilgi ağı sayesinde istihabaratın başarılı olması istihbaratın öneminin daha da artmasını sağlamış ve modern anlamda ilk gizli servis olan Teşkilât-ı Mahsûsa kurulmuştur. Bu çalışma ise özellikle Osmanlı İmparatorluğu'nun son döneminden günümüze kadar Türk istihbaratının tarihsel gelişimi hakkında bilgi vermekte ve Teşkilât-ı Mahsûsa’nın üstlendiği rolleri ve Türk siyasal hayatına etkilerini incelemektedir.

Abstract
The articles about the Ottoman Empire frequently mention intelligence activities both in the context of foreign intelligence operations against the enemies of the Empire and in the context of internal security. As a matter of fact, the Ottoman State has attached great importance to intelligence studies since the classical period, and every military and political move it will make inside and outside has been shaped by the information coming from these channels. Thanks to the information network it created, the success of intelligence increased the importance of intelligence and the first secret service in the modern sense, Teşkilât-ı Mahsusa was established. This study, on the other hand, gives information about the historical development of Turkish intelligence, especially from the last period of the Ottoman Empire to the present, and examines the roles of the Teşkilat-ı Mahsûsa and its effects on Turkish political life.
