Taşımalı Eğitim Kapsamındaki Ortaöğretim Okullarında Yaşanan Sorunlara Okul Müdürlerinden Çözüm Önerileri

Abstract
Bu araştırmanın amacı; Samsun ili Tekkeköy İlçesinde taşımalı eğitim kapsamındaki ortaöğretim kurumlarında yaşanan sorunları, bu okullarda çalışan okul müdürlerinin görüşlerine dayanarak tespit etmektir. Araştırmamızda nitel yöntem kullanılmış olup veri toplama da görüşme tekniği kullanılmıştır. Tekkeköy İlçe Milli Eğitim Müdürlüğünden gerekli izinlerin alınması sonucu taşımalı eğitim kapsamında en fazla öğrencisi olan 5 okuldan veriler toplanmış ve bu okullarda görev yapan okul müdürlerine görüşme formu uygulanmıştır. Görüşme formu yarı yapılandırılmış olup uzman görüşünden yararlanılarak hazırlanılmıştır. Görüşme formundaki sorular yöneticilerden gelen cevaba göre yeniden düzenlenmiştir. Alınan cevaplara bakıldığında taşımalı eğitimin ciddi sorunlar barındırdığı görülmüştür. Sistemin artık tıkandığı ve taşımalı eğitimin tümüyle kaldırılarak yerine öğrenci velisine öğrencinin geldiği gün üzerinden para ödenmesi uygulamasının getirilmesi gerektiği bütün okul müdürleri tarafından dile getirilmiştir. Taşımalı eğitim sisteminin uygulamadan tamamen kaldırılması mümkün değilse bile köklü iyileştirmeler gerektiği okul müdürlerince ifade edilmiştir. Servislerin ciddi bir şekilde denetlenmesi, servis şoförlerinin eğitimden geçirilmesi, taşımalı eğitimin olduğu okullara bir müdür yardımcısı kontenjanının verilmesi, ücretsiz yemek uygulamasının bütün okulu kapsaması, servislerde sadece öğrencilerin taşınması okul müdürlerine göre taşımalı eğitim sisteminde yapılması gereken iyileştirmelerden bazılarıdır.

Abstract
The purpose of this research is to determine the problems encountered in secondary education institutions within the scope of bussed education in Tekkeköy District of Samsun province according to the school principals’ opinions working in these schools. Qualitative method was used in our research and interview technique was used in data collection. After obtaining the necessary permissions from Tekkeköy District Directorate of National Education, the data were collected from 5 schools with the highest number of students within the scope of bussed education and an interview form was applied to the school principals working in these schools. The interview form is semi-structured and was prepared by getting expert opinion. The questions in the interview form were rearranged according to the answers from the managers. Considering the answers received, it has been seen that bussed education has serious problems. It was stated by all school principals that the system is now blocked and that bussed education should be completely abolished and instead, the parents of the students should be paid for each day the student arrives. it has been stated by the school principals that radical improvements are needed even if it is not possible to completely abolish the bussed education system. According to the school principals, some of the improvements that should be made in the bussed education system are to inspect of the school busses seriously, to train the bus drivers, to assign a deputy principal position to the schools with bussed education, to enable the application of free meals to cover the whole school, and to allow only students in the school busses.
