Abstract

Bu çalışmada Mart 1950 tarihinde Eskişehir’de meydana gelen sel felaketi sonrası yaşananların basına yansımaları ele alınmıştır.  Sel felaketinin 1950 seçimleri öncesine rastlaması dönemin basınında çokça yer almasına neden olmuştur. Muhalefetten yana olan gazeteler felaketin tüm sorumluluğunun hükümete ait olduğunu ve sel felaketi sonrası vatandaşların mağdur edildiğini iddia ederken hükümet yanlısı gazeteler bunun bir afet olduğunu, sel felaketi öncesinde ve sonrasında hükümetin elinden geleni yaptığını savunmuşlardır.

Çalışmamızda muhalefete yakın olduğu açıkça bilinen Zafer ve Kudret adlı gazeteler ile aynı şekilde iktidara yakın olduğu bilinen Ulus gazetesi incelenmiş ve bu gazetelerin Eskişehir sel felaketini okuyucularına nasıl aktardıkları ele alınmıştır. Bu gazeteler dışında hükümet ve muhalefete eşit mesafede duran gazetelerdeki makalelere de yer verilerek olayın tarafsız gözler nezdinde nasıl değerlendirildiği ortaya konulmaya çalışılmıştır.

Eskişehir sel felaketi gazeteler dışında meclisinde gündeminde tartışılmıştır. Özellikle Demokrat Parti Eskişehir milletvekilleri sel olayında hükümeti sorumlu tutarak hükümetin Eskişehir başta olmak üzere ülke genelinde takip ettiği su politikasını eleştirmişlerdir. Cumhuriyet Halk Partisi milletvekilleri ve bakanlar ise Eskişehir’de yaşanan olayın bir doğal afet olduğunu bunun siyaset konusu dışında tutulması gerektiğini savunarak Demokrat Partilileri halkın kötü durumundan faydalanmaya çalışmakla suçlamışlardır. 

Çalışma sonunda, Eskişehir’de yaşanan sel felaketi üzerinden Türk basınının kamuoyu üzerinde etkisini arttırdığı yasama, yürütme ve yargıdan sonra dördüncü güç olma özelliğini kazanmaya başladığı görülmüştür.

Abstract

In this study, the reflections of what happened after the flood disaster in Eskişehir in March 1950 to media were discussed. The flood disaster coincided just before the 1950 elections caused the occupied an important place in the press. While the opposition newspapers claimed that the whole responsibility of the disaster belongs to the government and that the citizens were victimized after the flood, the pro-government newspapers argued that it was a disaster and the government did its best before and after the flood.

In our study, the newspapers Zafer and Kudret, which are clearly known to be close to the opposition, and the Ulus newspaper, which are known to be close to the government, are examined and how these newspapers convey the flood disaster in Eskişehir to their readers. Apart from these newspapers, it was also tried to reveal how the event was evaluated by impartial eyes by including articles in newspapers that were equidistant from the government and the opposition.

Eskişehir flood disaster was discussed in the agenda of the assembly apart from the newspapers. Especially the Democrat Party Eskişehir deputies blamed the government for the flood and criticized the government's water policy throughout the country, especially in Eskişehir. Republican People's Party deputies and ministers argued that the incident in Eskişehir was a natural disaster and should be kept out of politics, and accused the Democrat Party members of trying to take advantage of the bad situation of the people.

At the end of the study, it was seen that the Turkish press increased its influence on the public through the flood disaster in Eskişehir, and accordingly, it started to gain the feature of being the fourth power after the legislature, the executive and the judiciary.
