Yeni Nesil Harp Ortamında Askeri Liderlerde Olması Gereken Özelliklerin Bulanık AHP Yöntemi ile Önceliklendirilmesi

Abstract
Harp ortamı, teknolojik gelişmelerin etkisiyle değişime uğramıştır. Bu değişim, askeri liderlerin yeni nesil harp ortamı koşullarında başarılı olmaları için sahip olması gereken özelliklerinin yeniden belirlenmesini zorunlu kılmaktadır. Bu çalışma da yeni nesil harp ortamında askeri liderlerde olması gereken özelliklerin belirlenmesi ve önceliklendirilmesini amaçlamıştır. Araştırma yöntemi olarak Bulanık Analitik Hiyerarşi Prosesi (AHP) kullanılmıştır. Alan yazını taraması sonucu, özellikleri belirlemeye yönelik dört ana kriter, on dört alt kriter içeren hiyerarşik bir yapı oluşturulmuştur. Araştırma sonucunda, yeni nesil harp ortamında askeri liderlerde olması gereken en önemli özelliğin belirsiz ve zor şartlardaki davranış kriteri olduğu ve en önemli alt kriterin ise belirsizliğe karşı yüksek tolerans gösterebilme yeteneği kriteri olduğu tespit edilmiştir.

Abstract
The war environment has changed with the effect of technological developments. This change necessitates the redefinition of the characteristics that military leaders should have to be successful in the new war environment. This study aimed to determine and prioritize the characteristics that should be in military leaders in the new generation war environment. Fuzzy AHP was used as the research method. As a result of the literature review, a hierarchical structure including four main criteria and four sub-criteria for determining the features was created. As a result of the research, it has been determined that the most important feature that should be in military leaders in the new generation war environment is the criterion of behavior in uncertain and difficult conditions, and the most important sub-criteria is the ability to show high tolerance against uncertainty.
