Abstract
1990 yılında Joseph Nye tarafından kavramsallaştırılan yumuşak güç, son yıllarda devletlerin en önemli dış politika aracı haline gelmiştir. Yumuşak güç, siyasal sistemin şekillendirilmesinde, diğer toplumların yönlendirilmesinde ve devletlerin ulusal çıkarlarını barışçıl yollarla diğer devletlere kabul ettirmesinde en etkili faktör haline gelmiştir. Bu aracı dış politikada en aktif şekilde kullanan devletleri incelediğimizde ise karşımıza Amerika Birleşik Devletleri çıkmaktadır. Onun teknolojideki liderliği, bilimsel keşiflerdeki öncü rolü, demokratik yapısı ve baskın kültürü diğer toplumlar üzerinde cazibe unsuru oluşturarak onları kendi ideolojisine çekebilmektedir. Bununla birlikte kavramsal olarak yumuşak güç her ne kadar 90’lı yıllarda ortaya çıkmış olsa da ABD’nin yumuşak güç uygulamaları daha eski tarihlerle de görülebilmektedir. Örneğin 1795 yılında ABD’nin Akdeniz ticaretine açılma girişimleri ve bölgeyi yöneten Osmanlı İmparatorluğu ile münasebetleri yumuşak güç uygulamalarının bu tarihlerde de Amerikan dış politika araçları arasında yer aldığını göstermektedir. Bu çerçevede çalışmanın amacı ABD’nin yumuşak güç olanakları çerçevesinde bu gücün Osmanlı İmparatorluğu üzerindeki yansımalarını incelemektir.

Abstract
Soft power, conceptualized by Joseph Nye in 1990, has become the most important foreign policy tool of states in recent years. Soft power has become the most effective factor in shaping the political system, directing other societies and making the national interests of states to be accepted by other states through peaceful means. When we examine the states that use this tool most actively in foreign policy, we come across the United States of America. Its leadership in technology, its leading role in scientific discoveries, its democratic structure and dominant culture can attract other societies to its own ideology by creating an attraction factor. However, although conceptually soft power emerged in the 90s, the soft power applications of the USA can also be seen in earlier dates. For example, the USA's attempts to open up to Mediterranean trade in 1795 and its relations with the Ottoman Empire, which ruled the region, show that soft power practices were among the tools of American foreign policy at that time. In this context, the aim of the study is to examine the reflections of this power on the Ottoman Empire within the framework of the soft power possibilities of the USA.
