Abstract
Toplumsal bir gerçek olarak siyaset olgusu, hemen hemen her toplumsal kesimden insan gruplarının ilgisini çekmektedir. Kelimeler, inançlar, ideolojiler üzerinden giden bir siyaset toplumsal yapıyla ilgili kimi yapısal sorunlara çözüm üretme noktasında ise bir tartışma konusu olagelmiştir. Türkiye’de siyaset kurumunun tarihsel bir okumasının yapıldığı bu metinde, genel hatlarıyla siyaset ve sosyal refah haklarına dönük bir öngörü geliştirmek için siyaset toplumsal yapı etkileşimi ele alınıp sosyal refah, sosyal-kültürel haklar açısından bir değerlendirmede bulunulmuştur.

Abstract
The phenomenon of politics as a social fact draws the attention of people from almost every social group. Politics through words, beliefs and ideologies, has been a topic of discussion in finding solutions to some structural problems related to social structure. In this text with a historical reading of the politics in Turkey, to develop an insight of the politics and social welfare rights in general terms, interaction between politics and social structure was examined and an evaluation in terms of social welfare and social-cultural rights was conducted.
