Abstract
Çalışma adalet kavramının iktisadi gelişme ile ilişkisini tarihi bir perspektifle incelemektedir. Adalet kavramının İslam öncesi Türk devletlerinden Osmanlı’ya kadar devleti ve iktisadi hayatı nasıl etkilediğini araştırmaktadır. Adalet kavramının devlet yönetimindeki öneminin anlaşılmasının ve kavramsallaşmasının Sümerler’e, İbn-i Haldun’a, Kutadgu Bilig’e ve daha öncesine dayandığı anlaşılmaktadır. Adaletle iktisadi hayat arasında güçlü bir olduğu düşüncesi eski uygarlıklara kadar dayanmaktadır. Bir toplumda veya devlette adaletin sağlanması neticesinde ekonomik büyümenin elde edildiği anlaşılmaktadır. Özellikle İslamiyet’in yayılmasıyla birlikte adalet kavramının dini olarak öneminin vurgulanması teoriyi daha da öne çıkarmaktadır. İlk medeniyetlerden itibaren ortaya çıkan adalet dairesi teorisi İslamiyet’in yayılmasıyla birlikte gelişimini tamamlamış ve daha somut olarak ortaya konmuştur. Özellikle Osmanlı’da hukukun gelişmesi ve toplumsallaşması ile daire-i adalet teorisi de gelişimini tamamlamıştır. Bu bağlamda ilk medeniyetlerden günümüze kadar adalet kavramı iktisadi gelişim açısından önemli olmuştur ve daire-i adalet teorisi de tarihsel perspektiften bu ilişkiyi ortaya koymaktadır.

Abstract
The study examines the relationship between the concept of justice and economic development from a historical perspective. It explores how the concept of justice affected the state and economic life from pre-Islamic Turkish states to the Ottoman Empire. Historically, understanding the conceptualization of circle of justice theory in state administration and economy dates back to the Sumerians, Ibn Khaldun, Kutadgu Bilig and before. The idea that there is a strong relationship between justice and economic life dates back to ancient civilizations as well. Historically, It is concluded that economic growth is achieved as a result of the provision of justice in a society or in a state. Especially with the spread of Islam, through emphasizing the importance of the concept of justice puts the theory forward. The theory of justice, which emerged from the early civilizations, has completed its development with the spread of Islam, thus the concept has been presented more concretely. Especially with the development and socialization of law in the Ottoman Empire, the circle of justice theory has completed its development. In this context, from the first civilizations to the present, the concept of justice has been significant in terms of economic development, and the circle of justice theory reveals this relationship from a historical perspective.
