Abstract

Merkezi, Kızılırmak kavsi içinde yer alan Hitit Krallığı, I. Hattušili (M.Ö. 1650-1620) liderliğinde etrafındaki parçalı siyasi yapıdan faydalanarak kısa sürede genişleme başarısını göstermiştir. Anadolu’da merkezi bir krallık kurmayı başaran Hititler bir kara ülkesi olup doğal savunma itibariyle çok az alana sahiptir. Bu fiziki şartlar içinde yayılmacı bir politika izleyen Hititler için elde edilen yerlerin merkezden yönetilmesi kadar bu yerlerin güvenliğinin sağlanabilmesi son derece önemliydi. Düşmanlar ile çevrili olan kara parçası içinde Hititler güvenliklerini sağlamak için çeşitli yöntemler geliştirmişlerdir. Bu yöntemler, düşman ülkeler ile antlaşmalar imzalamak, zayıf düşülen dönemlerde düşman topluluklara arazi bağışlamak, istikrarsızlığa yol açan yerleşmeleri boşaltıp bu alanları Hititler’e sadık olan gruplara açmak, rakip krallıklar arasında evlilikler gerçekleştirmek ve sınırlara yakın alanlarda tampon bölgeler oluşturarak bu bölgelere garnizonlar ve kaleler kurmak şeklinde sıralanmaktadır. Hititler sınırları etrafında yer alan düşman topluluklar karşısında sınır güvenliğinin sağlanmasına dönük olarak tampon bölgeler stratejisini etkin bir şekilde kullanmaya gayret etmiştir. Hitit Krallığının kuzey ve kuzeydoğusunda yer alan Kaška ve kuzeydoğu sınırında bulunan Azzi-Hayaša tehlikesine karşı Hititler Yukarı Ülke’yi (KURURUUGUTI), güneybatı sınırındaki Arzawa yayılımına karşı ise Aşağı Ülke’yi (KURURU ŠAPLITI) tampon bölge olarak kullanmıştır. Güney ve güneydoğu sınırlarını tehdit eden Hurri-Mitanni krallığına karşı Kizzuwatna ile beraber Išuwa tampon bölgeler olarak ön plana çıkmıştır. Söz konusu bu tampon bölgeler arasına son olarak Hurri-Mitanni krallığının eklendiği görülmektedir.

Abstract

The Hittite Kingdom that its core-land was situated in curve of Halys river (Kızılırmak) succeeded to expand its territory in a short time under the reign of Hattušili I (1650-1620 BC) by taking advantage of the politically fragmented structure of its periphery. The Hittite kingdom as a central kingdom in Asia Minor was a land territory, and it had scanty area that allowed to natural defense conditions. Under this physical circumstances, the Hittites who followed an expansionist policy gave more importance not only to administrate the conquered territories from the center of Hittite kingdom, but also to ensure the security of those areas. In the territories of Hittite Kingdom which was surrounded by enemies, the Hittites developed some measures in order to ensure their security. These measures are as follows: to conclude a treaty with the enemy kingdoms, to grant lands to the enemy kingdoms in the periods when the kingdom fell into a decline, to dismantle the settlements causing to unsteadiness and then to settle the new populations who were loyal to the Hittite Kingdom in these areas, to fulfill inter-dynastic marriages and to establish buffer zones near the boundaries and to build garrisons and fortifications in these areas. The Hittites tried to use the strategy of buffer zone most efficiently in order to ensure the security of their boundaries against the enemy lands in their peripheral territories. Against to the danger of Kaška tribes in the northern and northeastern regions of Hittite Kingdom and the kingdom of Azzi-Hayaša situated in the northeast of Hittite kingdom, the Hittites used the Upper land (KURURUUGUTI) as a buffer zone, and the Lower Land (KURURUŠAPTILI) as another buffer zone against to expansion of Arzawa Kingdom. Kizzuwatna and Išuwa also appeared as buffer zones against to Hurrian Kingdom of Mitanni that threated the southern and southeastern boundaries of Hittite kingdom. Finally, it seems that the Hurrian Kingdom of Mitanni was included among these buffer zones.
