Abstract
Tüm dünya ülkelerinde, demokrasi ve demokratik toplum üstüne yapılan her tartışmada öne çıkan en önemli unsur, ifade hürriyetidir. İfade hürriyeti, bir toplumun gelişmesi ve medenî sayılabilmesi için adetâ bir önkoşul olarak kabul edilmektedir. Bir toplum gelişmişse, insanlar problemleri hakkında konuşabilir. Bu savdan yola çıkarak, günümüzde, gelişmiş ülkeler ile gelişmemiş ülkeler arasında de ifade hürriyeti bakımından büyük bir fark olduğu söylenebilir. Bireylerin, ifade hürriyetlerini kullanmalarının birçok yolu vardır. Birey, söz, yazı, bir resim ve hatta bir melodi ile kendini ifade edebilir. Teknolojinin gelişmesi ile iletişim ve kitle iletişim araçları ortaya çıkmış ve insanlar, yeni araçlara sahip olmuştur. Bu araçlar, ifade hürriyetinin gelişmesine yardım etmiş ve bir düşünce veya bir fikir kolaylıkla yayılmıştır. Peki, günümüzde, iletişim ve kitle iletişiminin son durağı olan internette ifade hürriyeti nasıl işlemektedir?

Abstract
In all countries of the world, freedom of expression is the most important element in every debate on democracy and democratic society. Freedom of expression is accepted as a precondition for the development of the society also to be considered as a civilization. If a society has developed, people can talk about their problems. According to this point of view, there is a big difference in terms of freedom of expression among developed countries and underdeveloped countries. There are various ways according which people can use freedom of expression. People expresses themselves through word, writing, a picture and a melody, and so on. With the development of technology, communication and mass media emerged and thus freedom of expression has had new devices. These new devices help for the development of freedom of expression and also by using them a thought or an idea can spread easily. Nowadays the internet is the last step of communication and mass communication. The question is how does internet affect the freedom of expression?
