Abstract
Fırat Kalkanı operasyonu Türkiye’nin Ağustos 2016’da başladığı ve Mart 2017 itibari ile son bulan Suriye’ye yönelik bir sınır ötesi askeri operasyonudur. Türkiye, Suriye üzerinden hem IŞID hem de PYD/YPG kaynaklı terör faaliyetlerine maruz kalmış ve Türkiye'nin tehdit algısı devam etmektedir. Türkiye’de süregelen bu saldırılara karşı koymak ve ulusal güvenliğini sağlamak adına Fırat Kalkanı operasyonunu başlatmış ve önemli ölçüde başarılar elde etmiştir. Ancak kuvvet kullanma meselesi uluslararası tartışmaların çok yoğun olduğu ve meşruiyet konusunun çok hassas olduğu bir konudur. Bu bağlamda fırat kalkanı operasyonunun uluslararası hukuk yönü, operasyonunun uygulama safhasındaki başarısı kadar önem arz etmektedir. Bu açıdan Türkiye'nin yapmış olduğu bu kuvvet kullanma fiilini bir uluslararası hukuk dayanağı ekseninde yapması önemlidir. Böylece Türkiye, hem maruz kaldığı terör faaliyetlerini ve tehditlerini hem de uluslararası bir yaptırıma maruz kalma ihtimalini ortadan kaldıracaktır. Böylelikle Türkiye'nin operasyonun uygulanması aşamasında uluslararası aktörler tarafından da destek bulma ihtimali güçlenecektir.

Abstract
Operation Euphrates Shield is a cross-border military operation against Syria, which Turkey started in August 2016 and ended in March 2017. Turkey has been subjected to terrorist activities originating from both ISID and PYD / YPG via Syria, and Turkey's threat perception continues. Turkey initiated the operation of Fırat Kalkan in order to defend this ongoing attack and to ensure national security and achieved significant successes. However, the issue of using force is that international debate is very intense and the matter of legitimacy is very sensitive. In this context, the international legal aspect of the Operation Euphrates Shield is as important as the success of the operation in the implementation phase. In this respect, it is important for Turkey to do this act of using force in the axis of international law. Thus, Turkey will have eliminate both terrorist activities and threats it is exposed and the possibility of being subjected to international sanctions. In this way, Turkey will be more likely to find support by international actors in the implementation phase of the operation.
