Abstract
Hükümet programları hükümetlerin vizyonunu ve politik felsefesini yansıtan, ülkenin tüm sorunlarıyla ilgili çözüm önerileri ve stratejileri sunan, ülkeyi yönetenlerin duygu ve düşüncelerini ortaya koyan programlardır. Bu araştırmanın amacı dezavantajlı grupların Türkiye Cumhuriyeti hükümet programlarına yansımalarını irdelemektedir. Bu çalışma yazılı kaynaklara dayanan nitel bir araştırmadır. Verilerin toplanması, doküman analizi kullanılarak yapılmıştır. Çalışmada doküman analizi ile elde edilen veriler betimsel analiz ve içerik analizi yöntemleri ile çözümlenmiştir.

Abstract
Government programs are programs that reflect governments’ vision and political philosophy and that put forward solutions and strategy against all the problems of country and that show the feelings and thoughts of those who govern the country. The aim of this research is to study on the reflections of disadvantaged groups in the government programs. This study is a qualitative research based on written sources. Collection of data has been made through document analysis. Those data collected through document analysis in the study have been analyzed through the methods of descriptive analysis and contents analysis.
