Abstract
Sağlık sektörü havacılık ve uzay sektöründen sonra teknolojik gelişmelerden en fazla etkilenen sektörlerden birisidir. Sağlık sisteminin en temel amacı insanların kaliteli, yeterli ve maliyeti düşük sağlık hizmetine ulaşmasını sağlamaktır. Bu amaçları gerçekleştirmede ise topluma hizmet eden ve sosyal boyutu olan inovasyonunun önemli bir rolü vardır. Sağlık inovasyonu, insanların sağlığını geliştirmek amacıyla sağlık politikalarında, sağlık sisteminde, sağlık ürün ve hizmetlerinde, sağlık teknolojilerinde ve hizmet sunum yöntemlerindeki yenilikler ve iyileştirmeler olarak tanımlanmaktadır. Bu çalışmada inovasyon ve sağlık inovasyonu üzerine kavramsal bir çerçeve çizilmesi ve 2003 yılında uygulamaya koyulan Sağlıkta Dönüşüm Programı çerçevesinde sağlık sistemine getirilen yenilikleri sağlık inovasyonu kapsamında açıklanması amaçlanmıştır. Türk sağlık sisteminde son yıllarda sağlık inovasyonu kapsamında özellikle hizmetin finansmanı, sunumu ve organizasyonda önemli değişikliklere gidilmiştir. Bu değişikliklerin de etkisi ile sağlık sisteminde önemli iyileşmeler gözlemlenmeye başlamasına rağmen, ürün/hizmet, süreç ve yapısal inovasyon kapsamında halen yapılması gerekenler vardır.

Abstract
The healthcare sector is one of the sectors most affected by technological developments after the aerospace sector. The most basic aim of the health system is to ensure people reach quality, adequate and low cost health care. Innovation, which is a collective service and a social dimension, plays an important role in achieving these goals. Health innovation is defined as improvements and changes in health policies, health systems, health products and services, health technologies and service delivery methods to improve people’s health. In this study, it was aimed to draw a conceptual framework on innovation and health innovation and to explain the innovations introduced to the health system within the framework of Health Transformation Program put into practice in 2003 within the scope of health innovation. Within the scope of health innovation in the Turkish health care system in recent years, significant developments have been made especially in service financing, presentation and organization. Despite significant improvements in healthcare system due to the effects of these changes, there are still things to be done within the context of product/service, process and structural innovation.
