Abstract

Osmanlı toplum geleneğinin sanayi devrimi ile birlikte Batıcı düşünce akımlarından etkilenmesi siyasal alandan toplumsal alana ve hatta ekonomik alana kadar hemen hemen her alanda yeni bir yapılanmaya girmesi ve Osmanlı geleneğinin yeniden modernizm inşası çabaları Osmanlı’nın son döneminde yoğun olarak görülmüştür. Sanayileşme ve sanayi teknolojisinin artışı makinalaşmanın başlaması ile Osmanlı Devleti’ndeki işçi sınıfı bu duruma tepkiler göstererek makineleşmeye karşı bir duruş göstermişlerdir. Bu karşı duruş makinaların tahribatı ve işçi grevlerine kadar uzanmıştır. Modernizm ile birlikte toplumsal değişlerin yaşanması ve bu durumun ekonomik alana da yansımasıyla birlikte işçi haklarının ve çalışma koşullarının durumu zamanla sorgulanır hale gelmştir. Tatil-i Eşgâl Kanununun çıkarılması gibi iyileştirmeler ve yenilikler yapılmış olsa da Osmanlı Devleti’nin modernizm e ayak uydurma çabaları Avrupa gibi hızlı bir gelişim ve başarı gerçekleştirememiştir. Sanayi ekonomisinin oluşumu serbest piyasadan çok devlet geleneklerine ve askeri ihtiyaçlara göre şekillenmesi bu durumun önemli bir nedenini oluşturmuştur. Bununla birlikte Askeri ihtiyaçlar sanayi işçi sınıfının oluşumunu geciktirmiş ve rekabet eksikliğinin yarattığı durum ile devletin ekonomisinin atılım gerçekleştirmesini yavaşlatmıştır. Askeri malzemelerin üretimde ağırlıklı oluşu fabrikalaşmanın bu ihtiyaçlara göre gelişmesine sebep olmuştur. Böylelikle serbest piyasa koşullarının oluşamaması ve üretimin askeri ve geleneksel anlayış temelinde sürdürülmesi Osmanlı’nın son dönemlerinde sanayi işçi sınıfının geç oluşması ve bu dönem ile birlikte modern toplumun ağırlığını endüstriye doğru genişletmesi hazır olmayan toplumun ve teknolojinin işçi sınıfı üzerinde etkisi olumsuz olmuştur.

Abstract

The influences of the Ottoman society tradition with the industrial revolution and the western thinking movements have been intensified in the last period of the Ottoman Empire, from the political area to the social area and even from the economic area to the restructuring of almost every area and the restructuring of the Ottoman tradition. With the rise of industrialization and industrial technology, the working class in the Ottoman State reacted to this situation and put a stand against mechanization. This counter-stance extended to the destruction of machinery and the workers' strike. With the modernization and social changes taking place and the reflection of this situation on the economic field, the situation of workers' rights and working conditions has become questionable over time. Although improvements and innovations have been made, such as the Law on Tatil-i Eşgâl , the efforts of the Ottoman State to keep up with modernism have not achieved rapid development and success like Europe. The formation of the industrial economy according to the military customs and the state traditions rather than the free market constituted an important reason for this situation. Military needs, however, delayed the formation of the industrial working class and slowed the state's economy to make a breakthrough in the situation created by lack of competition. The predominant formation of military materials in production has led to the development of the factory according to these needs. In this way, free market conditions can not be established and production is continued on the basis of military and traditional understanding. In the late Ottoman period, the late industrial worker class and the expansion of the weight of modern society along with this period to the industry have been unfavorable to the working class.
