Abstract
Geçmişten günümüze insan hayatındaki önemini sürekli artırmaya devam eden sağlık kavramı zaman içerisinde profesyonel bir sisteme geçmeyi zorunlu kılmıştır. Ülkemizde Sağlıkta Dönüşüm Programıyla başlayarak farklı ve etkin bir boyut kazanan sağlık hizmetlerinin yıllar içindeki değişimini anlamak geçmiş dönemleri incelemekle mümkündür. Bu çalışmada, ülkemizde Genel Sağlık Sigortası öncesi sağlık hizmeti veren sosyal güvenlik kurumlarının yapıları, kapsadığı nüfusun yıllara göre değişimi, mevzuat ve hizmet anlayışındaki farklılıklar incelenmiştir. Sosyal güvenlik kurumlarının zamanla sağlık gibi hayati öneme sahip bir hizmeti vermekte yaşadığı zorluklar ve bu kurumların Sosyal Güvenlik Kurumu adı altında toplanıp Sağlık Bakanlığı’na devretmesinin sebebi irdelenmiştir. Sonuç olarak, son yıllarda sağlık sistemimizdeki değişimlerin ne boyutta olduğunun anlaşılabilmesi için geçmişte var olan sağlık sistemi ve bu sistemi oluşturan unsurların üzerinde durulmuştur.

Abstract
The concept of health which is constantly increasing its importance in daily life, has been obliged to pass to a professional system over time. The health system in Turkey started with the Health Transformation Program and has gained a different and effective dimension over time. In this study, the structure of the social security institutions providing health services, changes in the population covered by years, differences in legislation and service understanding were examined. Over time, the difficulties of the social security institutions providing a vital service such as health care and the reason of consolidation of these institutions under the name of Social Security Institution and the assign to the Ministry of Health were scrutinized. As a result, the past health system and its components have been emphasized in order to understand the extent of the changes in our health system in recent years.
