Abstract

Bu çalışma, Doğu Karadeniz Bölgesi’nde yapımı devam eden Rize İyidere Lojistik Limanı’nın bölgesel kalkınma üzerindeki olası etkilerini kavramsal bir çerçevede değerlendirmeyi amaçlamaktadır. Çalışmada liman ekonomisi, bölgesel kalkınma, lojistik performans ve sürdürülebilir ulaştırma literatüründen yararlanılarak İyidere Lojistik Limanı’nın kapasitesi, ulaştırma bağlantıları ve stratejik konumu bölgesel kalkınma perspektifinden ele alınmıştır. Yapılan değerlendirmeler, limanın Doğu Karadeniz Bölgesi’nin lojistik altyapısını güçlendirme, dış ticaret faaliyetlerini destekleme, bölgesel erişilebilirliği artırma ve ekonomik hareketliliği teşvik etme potansiyeline sahip olduğuna işaret etmektedir. Bununla birlikte, söz konusu ekonomik ve bölgesel etkilerin ortaya çıkması; limanın ulusal ve uluslararası ulaştırma ağlarıyla etkin biçimde bütünleşmesine, hinterlandın üretim ve dış ticaret kapasitesine, tamamlayıcı ulaştırma yatırımlarına ve bölgesel kalkınmayı destekleyen politika ve yatırımların eşgüdümüne bağlıdır. Bu yönüyle İyidere Lojistik Limanı’nın yalnızca bir ulaştırma altyapısı yatırımı değil, uygun tamamlayıcı politikalarla desteklenmesi durumunda Doğu Karadeniz’in bölgesel kalkınmasına katkı sağlayabilecek stratejik bir lojistik merkez olarak değerlendirilmesi mümkündür. |

This study aims to evaluate, within a conceptual framework, the potential effects of the Rize İyidere Logistics Port, currently under construction in the Eastern Black Sea Region, on regional development. Drawing on the literature on port economics, regional development, logistics performance, and sustainable transportation, the study examines the capacity, transport connections, and strategic location of the İyidere Logistics Port from a regional development perspective. The assessment indicates that the port has the potential to strengthen the logistics infrastructure of the Eastern Black Sea Region, support foreign trade activities, improve regional accessibility, and stimulate economic activity. However, the realization of these economic and regional effects depends on the port’s effective integration with national and international transport networks, the production and foreign trade capacity of its hinterland, complementary transport investments, and the coordination of policies and investments supporting regional development. In this respect, the İyidere Logistics Port can be regarded not only as a transport infrastructure investment but also, if supported by appropriate complementary policies, as a strategic logistics hub capable of contributing to the regional development of the Eastern Black Sea Region. |
