<p style="text-align:justify">Abstract The fact that the national currency that is issued by a country is accepted in international payments and that it is regarded as a reserve currency, provides the country with a financial advantage as well as an economic power. The main colonial countries of France, Germany and England enjoyed such privileges through the currency zones they established in their colonialized countries until the end of the World War II. In such currency zones, member countries accept the use of a common money together with certain binding common rules. Money of each countries based on fixed parities in the currency zone can be converted to each other; the currency obtained is combined and managed by one country; the money of the politically, economically and financially largest country plays the role of central currency in the monetary union. Such a monetary union was first established in 1931 as the Sterling currency zone. In the aftermath of the World War II, the US has sought to make the whole world a single monetary region, and the world has witnessed, to a great extent, that this effort with Bretton Woods Monetary System has been achieved. With the collapse of the Bretton Woods Monetary System in 1971, the world entered a systemless period, and in this lack of system, the world faced many problems. High volatility in exchange rates, severe economic crises, and high external debt of developing countries are some of these problems. A new world monetary system must be built for a less problematic world. The economic size of a country plays an important role in creating money regions. Thus, in the near future, a currency zone could be expected to be established among the East Asian countries that built the world&#39;s second-largest or third-largest economies. The shake of the dollar throne in this region will significantly lose the dollar&#39;s world money. Such a development can limit the power of the United States, which has gained a great advantage over armed power and turned into a war machine. A similar development can be formed among Turkish relative communities. A common monetary zone, with the Russian federation’s partial participation, can be established under the leadership of Turkey.

The Dhulqarnain (Zulkarneyn) is a just ruler in his vast country and a historical personality who protects the oppressed against tyrannical communities. During the period of Mecca, with the guidance of the Jews, the Quraysh people ask The Mohammad about the story of Dhulqarnain by saying, ‘only the prophet can know this question’ in order to test his prophethood. In response to this of Surah The Cave (al-Kahf) 83 to 98 his verses are revealed. The Dhulqarnain according to Abu Mansur al-Maturidi (d. 333/944), an important scholar of the Turkish-Islamic world, Allah has taught him the reasons and the knowledge that will make power and rule right, He is a ruler named Gog and Magog who has built a great barrier of iron and copper to protect the oppressed peoples against the corrupt and tyrannical communities. He was nicknamed ‘The Dhulqarnain’ in the sense of ‘ruler of the world’ because he protects the oppressed against oppression and wrongdoers, ensures peace in his vast country to the east and west and rules with Justice. At the same time, he is a good prototypical figure, symbolizing power and power, providing tawhid, justice, peace and civilisation in his reign as wide as the places where the sun rises and sets. He describes the wisdom that all kinds of social atrocities and evils can only be prevented by common reason, will and solidarity, such as the great wall which The Dhulqarnain did in common solidarity with the people. It is debated whether he is a prophet because of his name being mentioned three times in the Qur’an and his praiseworthy actions. The story of the Dhulqarnain which contain many wisdom, are considered as signs and signs of The Mohammad’s Prophethood. In other words, the fact that he has not heard from anyone or read any book, but has told the stories correctly, proves the prophethood of The Mohammad. Narrated in the Qur’an, such stories as Dhulqarnain should be looked at in terms of wisdom and the functionality of the mind and lessons and principles should be drawn from them. In order for individuals and societies to live in justice, peace, love, peace and civilization, the psycho-social principle needs to be protected from evil, injustice and cruelty, the prototype and the story of The Dhulqarnain presents to humanity.

However, the concepts such as transparency and accountability are developed and concentrated on with the transition to new public administration understanding.

There is no objective definition of postmodernism, which is described by concepts such as uncertainty, undefinition, simulation and eclecticism. Postmodernism is a discourse that has influenced many fields such as architecture, philosophy, literature, music and cinema. With the reflection of discourse, which is not an area that is not encircled, to the field of literature, the narratives are difficult to understand. Discourse, which adopts irregularity and uncertainty as a principle, is reflected in narratives with features such as intertextuality, metaphor and pluralism. In literary fiction, postmodern crime fiction(detective fiction) offers the reader the curiosity as well as complexity. The basic elements of crime fiction such as tension and murder gain a different dimension with postmodern understanding. Among the intertextual elements, anaphor method (reference) was used most in The Faculty of Murder. Intertextual references contributed to the reader's understanding of the novel characters. In the latest series of the postmodern detective trilogy (A Murder Novel, Sonuncu Sonbahar, The Faculty of Murder), Pınar Kür presents a metaphor written in this genre to detective novel fans. It is aimed to break the reader's perception of reality with the metafiction technique. The aim of the study is to identify the postmodern elements in Pınar Kür's novel The Faculty of Murder.

In the period from 1839 to 1876, which was determined as the starting line of this study, the number of document groups under the word "gambling" in the Ottoman archival documents started to increase. Gambling habits and gambling practices have varied over the past 30 years until the declaration of the Tanzimat Edict and First Constitutional Monarchy. Gambling started to form an important part of Ottoman social life towards the declaration of the Constitutional Monarchy. On the other hand, the interest of the bureaucracy has increased. It was determined that 71% of them lived separately from their families, 55.8% of them experienced separation anxiety, and used moderately and anxious attachment. When analyzed according to family attitudes, it was determined that students&#39; families generally adopt democratic attitude. A weak positive correlation was found between ASA total score and ECR-R avoidance and anxiety subscale scores. In addition, a weak correlation was found between the total score of ASA and the protective and authoritarian attitude subscale scores of Parental Attitudes, and a negative relationship between the democratic attitude subscale scores. It has been concluded that being separated from the family among university students increases the level of adult separation anxiety, and parents&#39; attitudes are effective in determining the separation anxiety and attachment style of the students.
