It is among the basic duties of the state to protect the independence of the judiciary and ensure justice and to regulate the justice system to meet the needs of the new era. In this context, the Joint Project on Strengthening the System of Court Governance was introduced in 2007 as a result of the work carried out in partnership with the Council of Europe of which the State of the Republic of Turkey as a member of it. From the establishment of district courts, which are implemented in pilot provinces within the scope of the project, which will deal with objections to the decisions of the courts in the first degree, the architectural, administrative and legislative changes were also dealt with and architectural solutions were tried to develop against the problems seen in the courts. The biggest innovation brought by the Court Management System is the co-use courtrooms. While planning one courtroom area for almost every judge was planned before, it is aimed that many judges will use the common courtrooms within the scope of the project. In this way, it is possible to design a courtroom with fewer numbers but superior in size and technical features. Within the scope of the project, the establishment of advisory desks that will enable the public to be directed, and the decisions to establish front offices to ease the workload of the officers have emerged as two important issues affecting the architecture of the courthouse. With the front office designs to be made, it is aimed to minimize the public's entry in the courthouse. In addition, in the newly designed courthouses, it has been decided to install a restricted corridor system in order to provide a high quality and safe working environment for the court personnel. With restricted corridors, only authorized persons can access office spaces, making them safer and quieter for employees. The newly established Court Manager and Judicial Assistant staff in the new type of courthouses are important steps to speed up the judicial system, but they have required an increase in office spaces in the courthouses. Within the framework of the project, it was decided to make an exemplary architectural design. In this context, the design of the new type courthouse in accordance with the Court Management System is explained through the Ordu Annex Courthouse, which is the first courthouse planned and built within the scope of the project. In this article, the design of the Ordu Annex Courthouse, which is the first courthouse to develop an architectural project in accordance with the Court Management System, is explained.

The cinema that came to Iran in the beginning of the 20th century, depending on the political changes in the country administration and developments in the world cinema over time, has tried to maintain its activity under certain periods, sometimes active and sometimes stagnant. Therefore, when examining the history of Iranian cinema in general, it is seen that it is clearly divided into two as pre-revolutionary and post-revolutionary. Before the revolution, Iranian cinema, due to the monarchy administration, served the country's modernization policy, giving more space to western films and commercial domestic productions that emphasized modernization. Over time, the actions and attitudes of the conservative against the monarchy rule also affect cinema. And with the Iranian Islamic Revolution of 1979, Iranian cinema has become the most effective narrator of the Islamic lifestyle, leaving the influence of modernization. This new understanding of cinema makes film inspections and censorship more stringent and heavier, making it difficult and restrictive for filmmakers to film. Therefore, Iranian directors who continue to be active in this period develop new language of expression. As a result, in the mid-1980s, narratives in Iranian cinema were mostly made through child characters. At this point, Iranian director Majid Majidi emerges as an important figure who places a lot of child characters in his films and places them at the center of the narrative. Majid Majidi, while incorporating child characters in his films, also integrates them with Islamic understanding and reflects many socio-cultural phenomena through them. In this study, the children's characters in the director's film "Color of Paradise" have been examined and many cases related to family, education, belief and living areas have been tried to be revealed.

In today’s world, classical marketing techniques are not functional to call consumer’s attention but then companies, which use marketing techniques that are strongly related with characteristics of products and services and offering catchy sensory experiences, can grasp the attention of consumers. In this respect, marketing aesthetics begin to gain favor in other marketing techniques thanks to applying sensory experiences. Marketing aesthetic, which means to commercialize firm or brand identity as a potential sensory experience in order to contribute brand image is getting more and more popular method. In marketing aesthetics, products that offer aesthetic pleasure are expressed as aesthetic products. Print media advertising is an inadequate channel in terms of transferring the experiences that can be obtained with sensory organs to the consumer. In order to get rid of this deficiency, different visual expression methods are used in aesthetic products’ advertisements. On the other hand, the form as well as its content has to be harmonically co exists in this kind of advertisement in order to narrate the message. Thus, rhetorical discipline and rhetorical figures, which are occupied with the formal presentation of an advertising message instead of content, has become more preferred in advertising sector. In this study, print media advertisements that are created with the idea of serving an aesthetic experience are discussed. It examines in how the advertising messages are transferred to consumers with using rhetorical figures by means of semiotic method. The researches show that advertising message is served to the consumers with two concepts or objects, which are profoundly correlated with meaning and visual structure.

Situations Affecting Artist Behavior In Style Formation

The artist constantly strives to develop his ideas in order to preserve his unique formation. This is revealed by its formal and intellectual creativity. While the artist is creating the original images; ideology that has reality, personality, belief, character and some specialities which have been transferred are effective. The artist aims to capture the audience with his work. This purpose and expression of the emotions that affect the obser is realized with the language of the style. It is known that the primitive who created the cave paintings did not have a style. Because in the anonymous creations that emerged during the cave period, it is not clear who drew. The style is not sought in the work whose drawing is not known. The primitive with a completely different purpose, contented himself with doing what he saw, and depicted only the form gained by the image world. He did this by creating a ritual with simple forms he drew on the stone wall. In the periods when the style emerged, the person who created the work started to make a mark on the work as if it were to be “individual”. The two great masters of the Renaissance, Leonardo and Michelangelo, who live in the same time zone and even in the same city, have different artistic styles because they have different personality structures. In the art work that stands out in today's art, the artist's style has shifted from uniformity to diversity with the desire to create multidisciplinary works. As a result of this situation, it is seen that the content of the work is very prominent along with the language of form in the creation of the artwork. Thought has become as effective as form. It is not possible to predict which styles and dimensions of art will take over the course of time, and this will shape the artist's style of continuous renewal. In this article, the behaviors of the artist through the works of different periods, culture and their perspectives on life will try to analyze all kinds of cultural infrastructure. Multiple topics, the use of materials and techniques as part of their own style will be able to investigate whether or not current artists have a style. The aim of the work based on the artist's style to understand the artist, the aim of the course is to bring the factors in the multi-faceted formation of the artist to the agenda by trying to move to a clearer perception dimension. Visual documents were evaluated using qualitative research methods.

Service and product development processes are vital functions for every organization in order to maintain strength in a competitive environment and these kinds of vital processes must continuously be improved. Regarding these processes it is possible to mention about two different approaches for improvement. First one is the improvement of the existing products and the processes and the second one is considering the concept with an innovative perspective. Many methodologies and structural tools are proposed and widely accepted for the first type of approach. However the second approach which will provide real leadership of the market is still vague and only a few tools are proposed by the researchers and practitioners still have problems in making use of them. TRIZ is one of these tools which give the opportunity of methodological innovation. In this study we proposed an approach which supports the process of building innovation strategies. By the use of QFD and the house of quality, the relationships between customer needs and company resources are analyzed and the contradictions which we regard as the opportunities of innovation are defined. Once the contradictions are established Business TRIZ methodology can be used in order to find the best solutions. This study proposes a structural tool that integrates QFD with TRIZ methodology for building creative and new strategies

Gender has many implications for people's lives, but one of the most important is that it forms the basis of inequality among people. The issue of gender inequality continues in Turkey as well as a continuing problem in many countries for many years. Besides being a socio-cultural problem, problems arise from significant gender inequality both in the economic and political arena. Especially in less developed and developing countries, the more intense inequality phenomenon makes itself felt more in the economic field. Gender perception, which is an obstacle to women's participation in economic life, constitutes a fundamental constraint on the effective use of labor and creates problems in basic macroeconomic issues such as income distribution and economic growth. In this context, when the gender inequality problem is evaluated together with all its results, it is an important issue that should be emphasized not only in terms of reducing figures but also in removing a fundamental obstacle to economic development. The aim of this study is to examine the factors preventing economic participation in detail, since women are not at the desired level in terms of economic participation. Turkey's own internal development in the context of both the economic participation of women for this purpose as well as the G-20 member countries have been studied in comparison with other countries from the pool. For this purpose, many ratios and criteria have been included in the evaluation, but in some cases the starting and ending values of different years have to be used due to irregularities in the available data. Despite this limitation, the study was tried to be performed in the most optimal way.

The phenomenon of knowledge is a fundamental issue in epistemology as a main branch of philosophy concerned with knowledge related problems. Over time, epistemologists attempted to give us or provide clues as to what reality actually is, that is the question of the certainty of knowledge has always been topical in any epistemic enterprise. The search for knowledge becomes more cumbersome when one considers the challenge of the skeptics and sophists about the ability of man knowing anything for certain. To some philosophers, the emergence of the skeptics’ challenge is seen as an attempt to bring this noble enterprise into a quagmire. However, the introduction of Descartes foundationalism opens a new chapter and a serious challenge to the skeptics' position on the certainty of knowledge. Consequently, many have asked the question: is Descartes foundationalism merely an answer to the skeptic's challenge or a way forward for epistemology? This paper examines this question with a view to asserting a position regarding the issue, which is that it is both a response and a way forward for epistemology.
