The historical gardens and parks of St. Petersburg, Russia, are valued as monuments of landscape architecture and components of the city’s urban ecosystems. They date back to the early 18th century, when Peter the Great (1672-1725) oversaw the construction of the city (his ìVenice of the Northî) on the marshy delta of the Neva River. After World War II, intensive restoration and reconstruction was begun in almost all of St. Petersburg’s historical parks. One of these is the Peterhof Palace Gardens, a world class palace that provides a very worthwhile experience for anyone interested in architecture, art, or history. Peter I (the Great) founded Peterhof in 1709 as a country estate. After visiting the French court in 1717, he decided to make Peterhof into an imperial residence that would rival Versailles. The Baroque Grand Palace (1714–28) was designed by Domenico Trezzini and the palace’s gardens by Alexandre Le Blond; Bartolomeo Rastrelli enlarged the structure in 1752. Peterhof subsequently became the most lavish and popular of the Russian royal summer residences (Britannica, 2019). In 1918 Peterhof became a museum although during World War II it was occupied by the German troops and suffered severe damage and was destroyed by fire. The reconstruction began almost immediately after the war and continues to this day. In the scope of this research; Besides the historical development of the palace gardens in Peterhof, Space organization, structures in palace gardens, water elements, characteristic elements and structures/overall planning will be discussed.

The aim of this study is to describe the sound recording, editing and mix stages of the 298 instruments in the İbrahim Alimoğlu Music Museum. While the instrument sounds were recorded, the reflection values of the area where instruments were displayed were modeled by convolution method. In this way, an individual who entered the museum's website was allowed to hear the instrument as if the corridors inside the museum were being played. In this sense, this study is the first study conducted in our country. In the literature review, there is no study in this country which has been recorded in such a large number of four continents in a contemporary and authentic instrument. In this sense, the study is thought to be a unique study. The method of the study is based on qualitative and description. In the scope of the study, there were 480 voice recordings, 498 Turkish and English vocalization (dubbing record) recordings and 498 musical background recordings were recorded. A total of 1476 audio files were recorded in the studio at the editing stage. The working voice recording phase was run for 18 hours in 25 days, the editing stage was completed in 60 days with 14 hours of daily work, and the Turkish voices were completed in 14 days and in English in 15 days. The 1476 sound files took 128 days in total. At the end of the study, a Voice Guideline for Music Museum was successfully developed.

The Epistemological Approaches of Positivism, Relativity and Social Constructionism to Social Sciences: Is Critical Realism a Solution

Making science to understand world better has been one of main aims of humanity and there have been different approaches on how it can be done throughout history. For a long time, Positivist approaches, which have been used by natural sciences and based on solely observation and empirical attitude, have been seen as the right prescribed for the social sciences. There are some approaches against this assumption though. For instance, relativism denies the outer reality and utters that social sciences cannot use positivist applications. Besides, social constructionism asserts that reality is based on the descriptions that are constructed socially. Yet, all these approaches fail to reveal the epistemological situation in the social sciences and this idea takes the central role of this paper. ‘Critical Realism’ can be the solution for this by containing both the realism of positivism and the conceptualism of relativity and social constructionism to some extent, moreover providing a more holistic view. In this paper all these assumptions are discussed.

Companies are formed by human beings. Like a human being when a company is formed it starts its journey by passing through many stages like the infancy and continues its growth as a teen to a more mature entity throughout the years. Unparallel to the human life span it also ages and starts to decline over the years. The founders have a tremendous impact on the growth of the company. Usually, the founders are entrepreneurs who are by nature opportunists who inherit high self-motivation and confidence and are compulsive individuals. The traits of the individual are passed on to the company as a behavior pattern and a culture in doing business with people, organizations, and society in general. Hence, its very important to analyze the core values of the company and identify the reason of its being in business, and search for answers concerning: Are the proper tools and channels used for healthy growth? Is the company being managed properly to attain sustainable growth? What are the risks and problems ahead which could halt the healthy functioning of the company? This article analyzes company formation in light of the topics given in the Key Word section of this article.

ABSTRACT Oil and petroleum products have an important place in the exports of Azerbaijan, which is a transition economy. The petroleum sector is the main source of growth and constitutes a large part of industrial production. This shows that Azerbaijan is experiencing a problem called “Dutch Syndrome-Disease”, which means that other sectors are not developing or collapsing in the face of the rapid development of the oil industry. Investments made in the petroleum industry after the "Asrın Agreement" signed in 1994 have had a greater effect on the GDP growth of the country than other industries. Today, the most debated issue in the country is how to invest in oil revenues and to channel into the development of non-oil sectors. In this study, the energy policies of Azerbaijan and the relations between oil consumption and economic growth are discussed. Using the annual data between 1990 and 2016, the causality relationship between per capita oil consumption (kg) and per capita GDP (with US $ and 2010 fixed prices) was investigated. For this, Granger bivariate cointegration analysis was applied and it was determined that there was a cointegration relationship between two variables. As a result of the analysis, after determining the acceleration effect of oil on economic growth, the effects of the Dutch disease in Azerbaijan on the economy will be discussed and the results obtained with the policies implemented in the solution of the problem will be evaluated.

It is seen as the main objective that the economic activities with the persons involved in the regulation made in the law are made according to the principle of compliance (Arm’s lenght principle) with precedents and act accordingly Under Article 13 of the Law on Corporations Tax No 5520 "Disguised profit distribution through transfer pricing", OECD applications and today's developments have been taken as a basis to solve this problem. Subject of our work is to check, taking the methods used in transfer pricing with examples of the costs to be applied by the institutions with the related persons, determine the most appropriate method according to the nature of the process and the considerations when choosing this method with VAT discount which is one of other basic issues in transfer pricing, the importance of certification, advance price contracts and lending money to partners and the problems encountered in practice. These are based on Corporate Tax Law No. 5520 and OECD Guidance on Transfer Pricing for International Entrepreneurs and Tax Administrations which was published in 1995 and revised in 2010.

ABSTRACT One of the variables that make up the national income is investment. Overall investment; public and private sector investments. The decision to invest on the public side is determined by the government and the aim is not to earn profits. In the private sector, the company executives undertook the decision to invest. The investment in the free market economy, which is common in today's economies, is carried out entirely by the private sector. The macroeconomic structures of countries are an important constraint in the realization of investments. On the other hand; Policy makers, who are influential in the macroeconomic development of countries, have a weighted role in influencing investments. Finally; the country's external or external closure is another important factor affecting investments. Investments; It should be noted that when they are separated directly and indirectly, they are two separate subjects feeding each other. But; it should be known that direct investments in employment in the country economy are the result. An investor who has a rational expectation is profit in direct investments and indirect investors obtain a rent. The investor turns to him if the marginal return increases. Both public and private sector entrepreneurs have to do many analyzes such as cost-benefit, profit-loss and risk analysis when making investment decisions. As a result of these analyzes, capital accumulation is ensured through the implementation of the decisions taken and employment and economic growth are achieved. The aim of this study is; to provide information about the scope of investment concept for those interested in macroeconomics. In the study, descriptive analysis approach was applied within the framework of deduction method.

France started to provoke the Armenians for riot against the Ottoman Empire from 17th century onwards. France also used Armenians to occupy the Anatolia and continued Armenian support after establishment of Turkish Republic. French Parliament enacted many resolutions accusing Turkey for Armenian genocide. But French Constitutional Court annulled the decision of France Parliament. On the other hand, the ECHR said it did not have the authority to rule on whether the Armenian killings were genocide or not, which was a job for the courts of Turkey and international criminal courts. But ignoring all these decisions, France accepted April 24 as the day of the Armenian genocide. In this article, French support of the Armenians from past to present and the last decision taken by France has been evaluated within the scope of the decisions of the French Constitutional Court and the ECHR.

This study aims to investigate whether there is a scientific reality within the popular belief of celadon demonstrating the poison. Thus, its use in the Ottoman Empire which contributed to the establishment of significant collection of celadon in the world was taken as the basis of this study. For this purpose, some similar superstitions and poisons in the world were studied. Accessible chemicals especially used in Ottoman Empire were selected and tested for the verification of toxicity with celadons. It has been understood that the celadon, main subject of this study, is resembled to jade stone which was the most precious stone in early times of Far East and believed to protect from poison. Poisoning is remarkable as it can happen to anyone no matter what class they belong to and this concern was used to earn more money by merchants who took roads between East and West. Chemical compounds which were used in daily life such as make-up materials were also used as weapons for poisoning in the Ottoman period. When these chemicals were tested with celadon, it has been observed that no color change has occurred. It also has been proved through these experiments that celadons don't protect from poisoning as antecedents thought.

When the effects of digital technologies on education are examined; educational environments, teaching materials, methods and techniques are differentiated. This raised the concept of digital literacy. The ability of digital literacy is one of the important skills that individuals need to have in the current century. Students can learn and use digital tools without learning to read and write. Teachers cannot keep up with the speed of the new generation, but they remain behind. Therefore, teachers and pre-service teachers should be able to use digital tools effectively and have digital literacy skills. The aim of this study is to develop a measurement tool for measuring the digital literacy skills of teacher candidates, teachers and educators. The participants of the study consisted of 424 pre-service teachers who were studying at a faculty of education in the fall semester of 2017-2018 academic year. In the study to be carried out in the screening model, Ng (2012) and Noh (2017) studies were taken as basis in the development of the scale. The developed scale is a 5-point likert-type scale and consists of three factors (instructional technologies, information and communication, technical) and 44 items. Exploratory factor analysis (AFA) and confirmatory factor analysis (CFA) were performed for construct validity of the scale. The first factor included a total of 18 items, with factor loads of 0.367 to 0.803; the second factor included a total of 15 items and the factor loadings of these substances were 0.482 to 0.675; The third factor included a total of 11 items and the factor loadings of these substances ranged between 0.509 and 0.742. The Cronbach Alpha coefficient of the first factor was 0.92; the second factor 0.90; the third factor was determined as 0.91 and a high internal consistency was obtained. As a result, it can be said that Digital Literacy Scale is a valid and reliable scale that can be used to determine the digital literacy skills of teachers, teacher candidates and educators.

The term smuggling is described in different ways. The common point is that; The crime of smuggling is considered to be a trade made against the laws of a state, and then the trafficking of smugglers without being perceived as confidential. It is then described as an action of changing, selling, selling objects that are prohibited from buying by the law, taking them abroad, selling them secretly and selling them. As a result of its wide range of diversification and processing methods, smuggling crimes are involved in the activities of organized crime and terrorist organizations because they provide high profits at low cost. In addition, it is known that the proceeds from smuggling crimes are used as a source of finance for the activities of illegal organizations. Within the framework of security policies, the sharing and coordination of inter-agency information regarding the seizure of crime revenues from the smuggling crimes and the prevention of the financing of terrorist organizations shows that there is a mechanism in which common strategies can be formed in accordance with the structure of the fight against crime. In this context, the strategic depth of the methods used in combating the types of crime is questioned and new methods have been developed and the international cooperation channels are kept open, thus showing that there may be a decrease in smuggling crimes.

Changes in today’s business world bring many opportunities and threats. The sustainability of business activities is closely related to the effective evaluation of these opportunities and threats. Therefore, managers’ ability of predict changes including technological, political, economic and social dimensions and shape the future with strategic approaches plays a critical role in their business success. For this reason, managers should act in the framework of a strategic structure consisted of past, present and future in their decision-making processes in order to utilize energy, time and resources in a balanced manner. With the management approach called as planned opportunism, managers can respond to changing environmental conditions by following weak signals and can try to penetrate into new market areas. Planned opportunism, which is a proactive approach to predict possible changes in the future and to set new opportunities systematically, draws a roadmap for managers to control the future. The studies on planned opportunism are rare in the literature. The aim of this exploratory research is to provide a conceptual framework for planned opportunism, which is one of the strategic management approaches. The findings show that planned opportunism will be an appropriate approach in shaping the future of enterprises by planning future scenarios with an innovative perspective. However, experiencing violence increases our fears and becoming a victim results heightens our mistrust of others. This phenomenon has lead many philosophers to speculate on how to reaction and manage conflict. Some answers we seek for on how to respond to violence are grounded in the praxis of Jesus as depicted in different historical books. There is, however, a tension in the account of Matthew, between Jesus’ teaching in the Sermon on the Mount and the violent endings of some of the parables, some of His actions and speeches. This paper seeks to expose Jesus non violence and violent response to conflict situations.

Dilthey and Gadamer will be presented in two chapters on how to deal with the notion of hermeneutic. Unlike Dilthey, who discusses hermeneutics as a scientific method for understanding all sciences, Gadamer's hermeneutics will be interpreted as a philosophical study of all comprehension activities. Dilthey treated hermeneutics as a scientific method and tried to present epistemological bases. He sees hermeneutics as a scientific enterprise with an approach based on understanding, life and the concepts of life. Gadamer viewed hermeneutics as a historical and experiential cognitive attitude in a traditional context.

The Ottoman Navy had the power to compete in the inner seas such as the Mediterranean and the Black Sea with its other navies until the Flood of 1770. This navy, with its own laws, traditions, shipyards, and human resources, fulfilled many tasks, from raids to enemy cities, to combat enemy navies, from carrying the weight of the Ottoman army to the conquest of the cities belonging to the enemy, surrounded by the sea or the river. In the 18th century, the Ottoman navy carried out important duties in the Ottoman-Venetian war of 1715-1718, in the Ottoman Russian war of 1736-1739 and in the Ottoman Russian Wars which ended with the 1774 Küçük Kaynarca Agreement. In this century, the navy ships were mainly sailing ships with the head of the galleons, but there were also ships of galley, schooner, kalyete and şayka. These ships were built in shipyards such as Varna, Silistra, Rousse and Gallipoli. The commander of the Ottoman Navy was Captain Pasha, but other than him, he had also worked in Tersane-i Amire, the Shipyard Emini, the Shipyard Agha, the Port Chief, and the Shipyard Congregation, as well as other officials. Under their supervision and orders, a large number of workers were working for shipbuilding and repairing in the Tersane-i Amire area. These workers included carpenters, blacksmiths, ropes, rammers and sailors. It was the responsibility of the shipyard to check them and pay their fees. Captain Pasha, aside from military affairs, was not able to deal with so many people. In the 18th century, the duties of the shipyards were increased compared to the previous centuries. Because in this century, the age of galleon, as well as timber, rope, rope, tether, iron, nails, wire, etc. the need for materials increased. It was a work that required great effort and attention to ensure that these were made available at the shipyard in time. In addition, the shipyard expenditures increased significantly compared to previous periods. The shipyard was the main person who was based on the burden of this change.

There have been many crises in the historical process, however, the global crisis, which started in the 1990s and showed its impact in many countries, caused instability in market economies and shocks in national economies. In particular, with the global scale of the crisis, the crisis in a country is spread by the impact of butterfly and affects the whole world. This situation, financial liberalization, macroeconomic instability, financial fragility caused by financial weaknesses, led to the panic of international investors and the attack of speculators and the change in the direction of capital flow. One of the most important criteria that shows the level of development of a country is that its financial markets have gained depth. The financial system is the most important function of the stock market, as it plays an important role in the capital distribution process and contributes to the continuous structuring of the economy and ensuring economic growth. The effects of the crises in and out of the country on globalization and the first place where they feel an increasing violence are the stock markets. Turkey was affected by the crises during these periods as it had a non-stable economic structure from 1990 to 2000-2001. The 2000-2001 crisis affected the banking sector and Turkey developed a sound board structure with a correct economic structure after the crisis. As a result of the strong structure developed, the global crisis in 2008 was less affected than other crises. In 2018, the sanctions for political reasons caused the YTL to depreciate against the foreign exchange and to experience a short period of economic crisis. However, the measures taken by the central bank were easily overcome compared to the previous crises. With this study, tried to explain the crisis with the help of stock market Istanbul, investment instruments, number of investors and the macroeconomic effects on the country where they started, how they developed, with the tables, charts and data.

With the rapid development of technology in this century, the camera entered into a fast-paced process that could be explained by the unique rules of an audio-visual language, with instruments that detect moving images such as film and television. In social communication, visual culture based on hearing and vision takes precedence over written culture. The images attract more attention than they represent. While people see what they want to see, the images also reveal what we do not want to see. In this century of absolute dominance of image, home and street furniture, traffic signs, fashion, architectural designs, advertising, personal, public or popular images, film, television, computer environments and games, internet, newspaper and magazine design, such as a wide range of products are included. In this context, it is important to understand how it is interpreted, how we perceive the image, how we see it, what we see, what we do not see, or what is not allowed to see. The aim of this research is to emphasize the fact that visual culture practices are enriched in the curriculum in order to investigate the fact that visual images are not, the aesthetic experiences obtained through images, give a world view and identity to the students.

Zeyneb Sultan, daughter of III. Ahmed, Sultan of the Tulip Era period, had built a small complex in 1769 consisting of a mosque, a childrens’ school, a public fountain and a tomb on her lands on the Alemdar Street in Eminonu District. Zeyneb Sultan not only built the aforementioned buildings; had also established a waqf to cover the expenses of the mosque, childrens’ school and fountain, the wages of employees and other expenses. The waqfiyya, the subject of our research, is the first waqfiyya dated 1183/1770 for the waqf. In later dates, two addendum were added to this waqfiyya. After informing the biography of Zeynep Sultan and history of consecrated Works, the waqfiyya will be examined in terms of form and content. And also, the revenues will be presented in detail which allocated to the waqf to ensure the continuity of both officials and charity services. This waqf will be analyzed in terms of its assets, management style and services it offers, and similarities and different aspects of waqf with the other Selatin (Sultans) waqfs will be compared. The analysis of this first waqfiyya will be a starting point for understanding the historical process of the waqf established for the complex. Therefore, this waqfiyya has an importance for both reflecting XVIII. century foundation culture and belonging to a woman Sultan.

Facebok, the world's most widely used social media platform, has 2.32 billion active users by the end of 2018. However, Facebook is not only a platform where users are socialized, but also a profit-making business. Users are allowed to store and compare their appreciation and use behaviors by Facebook in a confidentiality agreement when they become a member of Facebook. Facebook's privacy understanding only addresses the privacy of users in terms of other users. Because Facebook's privacy understanding can be selected whether or not user information is visible to other users, it is not possible to choose which information can be shown to advertisers. Users' tastes and tastes become the target audience of large advertising companies and are sold by Facebook. In other words, Facebook converts user information into commodities and earns millions of dollars. In this study, it was tried to find out why Facebook is used not only for users but also for administrators and advertisers. In this study, Facebook is dealt with within the framework of political economy. Ownership relations and profit making methods of Facebook, a transnational interface, were examined. At the beginning of the study, after focusing on the effect of capitalism and neoliberalism on the transformation of the media, the political economy of Facebook has been discussed with the new political communication technologies. According to the critical economic policy approach, new communication technologies should be analyzed in the context of social relations and contradictions of capitalism, which is a global system, placed in its economic and social context.

Post-fordism has a different production structure than Fordism. However, many academic studies have shown that post-forging is a changing production structure that is shaped by it rather than a break with Fordism. The change in the production structure has brought new concepts. Many new structures and concepts such as flexibility, flexible specialization, and lean production have entered our lives together with post-fordism. The emergence of flexible specialization was accepted as Italy.

Cultural environments reflecting the traces of community life and the development of space organisation are important sources giving information about the social life and settlement culture of past civilizations. So, the conservation of historical and cultural environments is an important phenomenon for the sustainability of urban culture and social life styles of certain periods. Today the settlements with historical and cultural value lost their functions in this process and turn into spaces that are either useless or isolated in the name of protection. These areas subject to tourism are easily confronted with deterioration because of dense visitor population due to the carrying capacity of the area. However, these privileged places either within the city in or in rural areas should be protected and preserved as they are the places conveying the historical lifestyles of various civilizations and societies that has to be transferred to future generations. Conservation with a cultural focus from building to site scale especially for the World Cultural Heritage Areas brings out the discussion of heritage conservation at global scale in agenda. In this sense, a conservation declaration was prepared by UNESCO for the conservation of World Cultural and Natural Heritage Areas by a commission gathered in Paris in 1972 which can be considered as the first important declaration in the field of conservation. So superior universal value transfer criteria have been defined for the World Heritage Sites by means of this contract . Konya Çatalhöyük is a Neolithic Period settlement that was declared as a world heritage site in 2012. Çatalhöyük is one of the most earlier settlements of Anatolia with its original texture formed by houses that are accessible from the roofs without streets. Although there were numerous Neolithic settlements in Anatolia, Çatalhöyük was a unique cultural heritage area shaped due to artisric, cultural and traditional values of it’s period with it’s huge scale. Its known that cultural and natural heritage are under the threat not of destruction only for the reasons of continuous deterioration, but also for the cause of social and economic conditions Nowadays the lack of existing legal regulations and the inadequate and accurate analysis of the social and physical environment of the area constitutes the most important obstacles to spatial protection together with rapid change of the original character and identity of the settlement pattern. Changing climatic conditions, natural disasters, uncontrolled and intense visitor potential are other important threats in the protection of the settlement area. The purpose of this study is to discuss the conservation problems of the heritage sites which are of outstanding universal value and taking place in the UNESCO World Cultural Heritage List. Then the problems, potentials and conservations issues of the area were discussed. And finally, suggestions for Çatalhöyük and its near environs were offered for the sustainability of the heritage area.
