The concept of forensic social work has become a frequently used term in recent times. Forensic social work is a concept including legal issues and litigation, both criminal and civil, social work practices related to cases, child custody issues, involving separation, divorce, neglect, termination of parental rights, the implications of child and spouse abuse, juvenile and adult justice services, and social assistance rights. At this point, forensic social work is defined as an intersection between social work practices and legal system. Due to the complexity and versatility of forensic cases, social workers may experience a number of dilemmas and contradictions, and cannot determine the mode of action. The social work profession works as a discipline in accordance with certain rules, principles, bases, professional standards, scientific infrastructure and ethical values. Therefore, social work and law are professions based on ethical standards that determine their own code of ethics. Herein, social workers have the responsibility to be sensitive to the ethical principles of the social work profession. US National Organization of Forensic Social Work (1987) has published the ethical rules and the dilemmas faced by the forensic social worker in practice. The forensic social worker, in accordance with these codes of ethics, promises to follow the Code of Ethics of Forensic Social Work Practitioner, and to fulfill its obligations to the community, other professions and their organizations, and members of the National Organization of Forensic Social Work. Thus, each of the Forensic Social Worker will promote the well-being, minimize the potential harm, and promote the equal quality of forensic social work for all. The aim of this study is to cite the ethical issues in forensic social work practice, and to summarize the ethical responsibilities of forensic social workers towards the National Forensic Social Service Organization, employers, colleagues, clients and society.

The Tanzimat period of the Ottoman State is vital importance because of its historic value to the empire. Thus, the period still continues to determine Turkey’s today policy, military, education etc. According to some, the Tanzimat period occured by the coercion of the western states. With regard to others, they generally think that the Tanzimat period ocurred by the decision of state’s itself. Western states’ attitudes towards Ottomans’ reforms was effective, generally, in a negative way, but not positive. It is clear that strong states generally prioritized their own benefits. As a result of such situation, reforms which Ottomans struggled to realize could be adopted neither by the reformers nor by the subjects of the empire, even though empire’s sincere efforts to adapt to the modern age. However, in any case such a period occurred in the recent history of the Ottomans, and this period has produced/produced important results.

OGUZ KHAN EPIC IN TURKISH CULTURAL GEOGRAPHY

The long, colorful and moving past of the Turkish nation, which has lived for thousands of years, has enabled it to have a deep-rooted epic tradition. One of the most important products of this tradition is Oguz Khan Epic. Although it is known for certain that the Oguz Kagan Epic belongs to the centuries before Jesus, it remains unclear which century it belongs to. Oguz Kagan's epic has two different written copies, one in Uyghurca and the other in Persian. The epic Uighur is written in Uighur alphabet in the 14th century. This copy is verse and unik (single, non-unique). The copy is stored at Paris Bibliotheque National. The beginning and the end parts of the copy are incomplete. Persian Epic is written by Reşîd-üd Dîn. The first work on the Uighur Oğuz Khan Epic was done by Wilhelm Radloff in the mid-nineteenth century. Radloff lived among the Turks in Central Asia after 1864. In 1890, he published his epics just like the edition, and in 1891 he translated them in German. The German Study of the same subject begins with the German Turkologist Bang. “Oguzname” by Bang was published in German in 1935. He was invited to go to Turkey for the same year as Atatürk's attempts. When he was 33 years old, he was appointed professor at Istanbul University Faculty of Letters. A year later, the German translation of the publication was made in Turkish. In this study, the first published in 1936, in 1970 again in the Bang W. and G.R. Rahmeti’s based on Oguz Khan Epic. The history of nations, their first homes, wars with other nations, victories, defeats, natural disasters (drought, famine, earthquake, flood, fire, epidemic diseases), human catastrophes (riots, invasions, chaos and anarchy that prevailed as a result of the division and fragmentation of the state, the inability to apply the law, migration, etc.) and the sudden death of Khan in war, ambush, or illness causes intense emotion and deep sadness in the nation. In such cases, the first of the works where the intensity of emotion is expressed verbally and/or in writing are chronicles and epic. The pain and joy experienced leaves many different memories of the profound effects that have lasted thousands of years on the nation and in its memory. These effects and memories are compiled and epic by the poets. In narratives, there is usually extraordinary and exaggerated. However, the epics are shaped around a real event and are of cultural value. In this respect, the new cultural geography is one of the topics investigated. Events were dealt with in a historical way and hermeneutic (interpretive) was used.

Transport has an important role in the development of countries and the functioning of economic activities. Transportation is very important in the production and distribution of goods. In a growth-oriented economy, determining the relationship between transportation infrastructure and economic growth will be of great importance in the design and implementation of transport policies. The development of transportation infrastructure is thought to help economic growth. In this study, the impact on economic growth logistics development in Turkey is examined. Economic growth rate(growth) as indicator of economic growth, road and rail lengths(road and rail), the sum of road and rail lengths(railroad) and gross fixed capital formation(gfcf) value are used. The data in the study are obtained from the OECD and TURKSTAT database. Annual data are used as the data range in the period of 1984-2016. In this context, the stationary of series to be used in this analysis is examined by unit root tests. As a result of analysis of unit root tests, growth variable is found to be stationary I(0) (level); road, rail, railroad and gfcf are found to be stationary in I(1) (first difference). In study, ARDL bounds testing approach is used which allows to examine the cointegration relationship between variables which are stationary. The selection of the appropriate for ARDL model is important and the AIC(Akaike Information Criterion) has been used for this purpose. As a result of ARDL model estimation, it is concluded that there is cointegration between variables. Autocorrelation, heteroscedasticity, idendification error and normality assumptions are exmined. As a result of the tests performed, it is seen that there was no autocorrelation and heteroscedasticity problems in the model. In addition, the functional form of the model is defined correctly and the normality assumption has been obtained as a result of the tests. Error correction model is established to see whether there are short-term relationship between variables. The error correction coefficient in this model is found to be negative and statistically significant. In other words, those who have long-term equilibrium will reach their former balance after any shock.

Each suicide case is a sign of various psychological, spiritual, mental and neurotic clashes for the agent while at the same time it brings a source of deep sorrow and self-questioning with the sense of guilt for the surviving. This trait of human being -maybe the only creature to have the will to his own existence- might explain the equipollence of suicide with destruction and chaos. Suicide may be rooted in psychologic, philosophical, material or a daily routine causes. When the individual places these problems at the center of his/her life, overestimates, and becomes an object of this obsession, the chaos and a following destruction is inevitable. In this study, we will endeavor to explain the Beşir Fuad Case consulting to the major causes of suicide. While evaluating the problems under these measures, we will focus on “inner self” of his pertaining materialist - positivist- existentialist approach. Afterwards, democratization is defined and the various stages of democratization towards the transition to democracy and the establishment of democracy are mentioned. Finally, the main problems encountered in the process of transition to democracy and democratization process in Turkey is examined. The study mentioned, generally, democracy and democratization and specially, problems arising in the democratization process of Turkey. Therefore, it is thought that this study will be an important source of research on democratization. Until 2000s, the military coups and the tutelary institutions brought with the constitutions prepared after the coup had been prevented the democratization since the transition to democracy that begin at 1946 in Turkey. Although important regulations on democratization have been implemented in the 2000s, it can be said that the dysfunction of the opposition, which is the duty of controlling political power, is an important deficiency in the establishment of democracy.

Although the progress of global trade with globalization sometimes shows different trends, generally, most of the developed countries, especially the USA, have tried to design their rules in their favor. Essentially, in the 21st century the seeking for restructuring global trade can be said to have begun under the leadership of the USA after the obstruction of the Doha Round in 2001. Generally, the increasing share of Asian countries in the world trade has been effective in the acceleration of these searches, and in particular case, China has been seen as the most important competitor against to USA and as a result of neomerkantilist policies, China's superiority in trade and foreign exchange reserves against the USA has been effective. In addition to this, the shifting in the center of gravity of the world economy from the Atlantic and West to Asia has been another critical factor that strengthens the search for redirection of global trade under the leadership of the United States. For this reason, the USA has leaded to the Transatlantic Trade and Investment Partnership (TTIP) with the European Union (EU) and the Trans-Pacific Partnership (TPP) projects with eleven countries which are on the Pacific Ocean. When both two mega global commercial formations are taken into account together with the developments in the world, it is clear that the most liberal countries of the world embrace the liberalization idea while they are realizing their goals, on the contrary, they adopt policies that are interventionist and conflictual the doctrine of globalization. For this purpose, the strategies of the to reshape global trade of Transatlantic Trade and Investment Partnership (TTIP) is that the ongoing meetings between USA and European Union and which is also closely related to Turkey and Trans-Pacific Partnership (TPP) is that the USA was left in early 2017; but the efforts of reengagement came to the agenda, have been revealed comparatively.

In this dystopian, chaotic future, Samuel Beckett depicts a world with barren, desolate nature, which is a warning for humans to be more careful with their attitude towards nature. Beckett displays how destructive effects this lackness of nature may produce on people with the illustration of a few characters who suffer from the pain of this desert land as well as suffering from their physical deterioration. In this world of nothingness, the characters of the play, Nagg and Nell, living in dustbin, their blind son Hamm, unable to walk, and his servant Clove spend all their time together though they are not content with this situation. The nostalgia for old nature is noticeable in happy memories of Hamm, longing for the old days with beautiful forests, gardens and the sky, which prominently manifests the significance of nature to our mental health . This paper sets out to discuss Endgame from an environmental perspective, focusing on the relationship between characters and their environment.

The role of nonverbal communication cannot be denied in terms of communication types. When looked at both communicating without speaking and body language, it is rather concerned with what he says rather than how he does. The external appearance of people means a front letter in the eyes of people in front of them. As the result of this, we can form impressions in their eyes like good or bad, clean or dirty, disciplined or comfortable, responsible or irresponsible, colorful or colorless, energetic or not. In this study, the external appearance of the people seen in the elements of nonverbal communication is tried to be evaluated in the category of academic staff by the eyes of the students.

After the 2008 global crisis, to ensure sustainable growth, industrialization and industrial policies have become a significant economical and political agenda. Most concrete example of this tendency is the Europene 2020 Strategy document that targeted the share of the manufacturing industry in the national product of the Europene Union (EU), from 15 percent in 2013 to 20 percent in 2020 in EU. As a matter of fact, Germany is a leading country at the industrial agenda named Industry 4.0. In this respect, under accelerating industrial and technological competition and global ambiguity, for providing certain effective industrial policy implications for today and future, it is very important to discuss the industrialization process of those countries particularly like Turkey which does not have a mature industrial economy. The purpose of this paper is to put forward the industrial strategies and policies that implemented in Turkey and the impacts of these strategies and policies on Turkish manufacturing industry from the foundation of the Republic of Turkey. Significant historical incidents and turning points, major strategical and political changes in terms of the Turkish manufacturing industry will be taken into consideration for the industrial policy remarks. After industrial policy remarks, particular parameters about Turkish manufacturing industry will be examined. At the end, the current situation of the Turkish manufacturing industry and the last stage of Turkey’s industrialization process will be observed.

One of the most important revolutions of the world, the October revolution, is a rebellion against the feudal order, the productionlessness and the laziness. Until the October revolution, there is partly a feudal and capitalist order in Russia. The feudal lords who lived comfortably with the properties left by their ancestors thought that happiness was in unemployment. The typical character of this feudal order is Oblomov. Oblomov, who represents the class of Russian overlords, is an extraordinarily lethal character. Oblomovluk is the definition of the jail between the two living creatures who cannot adapt to this new life at a time when slavery in Russia is about to end. The aim of this work is to show that Oblomov, the most striking example of the human type that the October Revolution intends to eradicate in particular from Russia's territory and in general from the rest of the world, is a representative character of a humanitarian situation in which the anticipation of a resurgent humanitarian situation is supposed to be destroyed and that even the greatest revolutions to show that it is. Oblomov is one of the reference characters of the October Revolution that took place in the next period, while laziness and hard work in his period are one of the central characters of production and productionlessness.
