The importance of natural resources in human and community life is known. 99% of the tools and equipment that make life functional are provided from natural sources, especially from mines. There is a close relationship between the levels of prosperity and development of communities and mining activities. People have begun to use mining activities and mines from the earliest times, and the result of these activities is the birth of civilization. The birth of the space-age and beyond-the-information society has also been achieved through the use of special metals, alloys and materials supplied from metal products. It is known that the mining in Anatolia was based on the 10th century BC and led the developing civilizations. Anatolian mining has developed very much in the period of Romans, especially in the production and processing of lead, copper, iron, gold, silver, marble and natural stone. Monumental marble cities are very important examples. In the Ottoman Empire period, mining activities were carried out to meet the need for arms and ammunition and to print money. In the last period of the Ottoman Empire, with the Paris Treaty of 1862, Anatolian mines opened to the foreign capital entrance on the country side. France, England, Germany, Italy, Russia have made important investments to produce Anatolian mines and have produced significant amounts of mines. The traces of mining activities related to this period are found in many parts of today's country. In this period, which was adopted by the liberal economy, significant progress has been made in mining and the "Mine and Industry School Industry, Mine bank ", "Mineral Research and Exploration Institute" and "Etibank" have been established to be assigned to education, fin regulations ance, . The mining activities in Turkey were directed by different orders until 1906, and the Mine , which was put into effect in 1906, remained in force until 1954. The Mining Law No. 6309, enacted in 1954, was abolished in 1985 by the enactment of the Mining Law No. 3213. In the mining sector during the 51-year implementation period of the Mineral Laws No. 6309 and 3213; Lack of infrastructure, inadequate government support, and bureaucratic obstacles prevented entry of capital. With the Law No. 3123, although some increase was made in production oriented investments, it was not enough. For these reasons, there has been no significant improvement in terms of search and production.

A COMPARATIVE EXAMINATION OF MENTAL HEALTH SERVICES ON EUROPE AND TURKEY

All of the services provided to help individuals to overcome their mental disorders and to regain their social life lost due to their illnesses are in the context of community mental health services. These services are provided worldwide along with three different models named as hospital-based model, community-based model and community & hospital-balanced model. Although both of the hospital-based model and the community-based model are being used in the treatment and care services of the patients with mental disorders in Turkey, hospital-based model is being preferred mostly for treatment of patients. To compare with Turkey, most of the European countries have accomplished to change their hospital-based model to community-based model which provides individuals to have their mental health treatments in their own environment. Countries with higher income levels have higher budget expenses for health services and show more concern to mental health issues. In Turkey, 11 mental and nervous disorders hospitals serve with 4231 hospital bed capacity in all. Compared with some of the European countries, it is clear that there are fewer psychiatric beds to provide long-term care for patients with mental disorders. The total number of nurses serving in the field of mental health in our country are 1677. According to The World Health Organization’s data, Turkey have the least number of mental health and disease specialists for population-based need, compare within the European Region, considering the human resources serving in the field of mental health. European Union with 28 member states have an average of 16,8 psychiatry specialists per 100 thousand people, while Turkey has only around 3,80 specialist per same number of population. In addition, there are 72,9 psychiatric patient beds per 100 thousand people in 28 countries of the European Union but this ratio is around 6.1 in Turkey for the same time period. According to these results, to increase the number of patient beds for mental disorder patients in common hospitals in our country can be regarded as a necessity. Additionally, it is necessary to increase the number of mental health employees and the establishment of nursing homes and care centers to provide long-term care for these illnesses. In this context, the aim of this study is to examine the treatment and care services provided for mental health patients in general and make recommendations by comparing Turkey and some of the EU countries (Italy and England) by means of statistical data (OECD Health Statistics, The Ministry of Health/Annual Health Statatistics, World Health Organization) obtained from different sources.

The purpose of the present study is to adapt the Accepting the Past Scale (ACPAST) developed by Santor and Zuroff (1994) to investigate in what extent the individuals may integrate both positive and negative experiences into general positive mental representations and the Reminiscing about the Past Scale (REMPAST) developed with the aim of testing discriminant validity of the ACPAST. 183 (94 women, 89 men) persons aged between 17 and 28 participated in Study 1. The factor analysis performed on the items from the ACPAST and the REMPAST supported construct validity of the ACPAST. Internal consistency levels were .85 for the ACPAST, and .74 for the REMPAST. A second study was conducted with a sample of 78 (45 women, 33 men) aged 55 years or older to investigate the psychometric properties of the scales. When discriminant validity of the ACPAST was examined, the correlation between ACPAST and REMPAST was found insignificant as in the original study. Internal consistency levels were observed as .84 for the ACPAST and .69 for REMPAST. In both studies, the factor analyses on the ACPAST indicated that two-factor solution is also healthy for the ACPAST and the scale is suitable for the use with two dimensions named Positive and Negative Past Representations. Results demonstrated that the ACPAST and the REMPAST have satisfactory level of reliability and validity on Turkish samples.

The problem of virtual price (economy) is important in terms of market efficiency. The price mechanism, which is a language of economic life, plays an important role in the decisions given by economic agents and also in market equilibrium. The virtual price problem displays unstable equilibrium and the failure of the market mechanism. As a result, the deviation of balance forms the unstable equilibrium. In this respect, the price bubbles can present an example. This situation can lead to many problems, such as wrong decisions taken by economic agents, loss of effectiveness in the markets, increased volatility of real activity etc. On the other hand, this problem plays an important role in the emergence of many other crises. As a result, the crises can be regarded as a reaction to the violation of the law of value.

As a result of the competition’s acquiring cross-border dimensions with the process of globalization and financial liberalization, the internal growth method has become insufficient for the companies that want to increase their competition power. For the purpose of growing, increasing market share, cost reduction through utilizing economies of scale, expanding product range through economies of scope, companies have canalized into mergers known as an external growth method. The beginning of merger and acquisition dates back to the end of 19th century. Throughout historical development process, the occurrence of both of these activities not only included different methods but also included different aims and also the similar acquisition operations constituted merger waves. The politics of the protection of competition which was applied due to the fact that the giant companies constituted through horizontal mergers distorted the competition, caused the occurrence of vertical mergers. After the mid of 20th century, the companies desired to gain global competition power as well as to diversify their activities into different areas preferred conglomerate mergers. In this context, in this study, five merger waves seen in the World Economic History, in which different types of mergers gained importance, taken into consideration; the features of each of the merger waves were clarified by putting forward their differences from each other; the information about the sixth wave, the existence of which was still discussed nowadays, was presented.

Universities stand out with their functions such as supporting social development and contributing to the economy. An important part of these functions takes place in the economic structures of cities. This can be regarded as proof that the economic impact of universities is considerably strong. Universities can contribute to the city life both in economic and socio-cultural aspects and they are required to carry out bilateral interaction with the non-governmental organizations, local governments and industrial enterprises which may activate several social dynamics within the city. Local administrators, have to create building plans that are suitable for the traditional, cultural and natural structure of the city to improve the welfare and life quality of the people living in the cities and turn the city into a more livable place. In this study, the expenditure trends of Gümüşhane University students and their contribution to the city were investigated. The questionnaires had been applied with 375 students studying at Gümüşhane University central campus and the data obtained were analysed by SSPS statistical program. As a result of the research, the average monthly income of the students was found as 778, 09 TL and the average monthly expenditure was 725,57 TL. It can be argued that 16.179 university students contribute to Gümüşhane province's economy 11.738.997,03 TL in a month.
In the first half of the 1990s in the Balkans, suffering, violence, war, genocide and immigration waves swept across the former Yugoslavia. At present day, the Middle East is having those days of sufferings and pains experienced by the geography of the Balkans in the 1990s and similarly staged various sorts of shames, slaughters and tragedies of humanity. Turkey, just as if proving openly and repeatingly but pitily the mission of being a bridge burdened by the geography itself, also loaded the role of being a savour line in the direction of east-west for those people of the regions who suffered wars and conflicts in the Balkans in the 1990s as well as the Middle East in the 2010s. However, in contrast to the Thrace region which breasted the increasing migration flows in the Balkans during 1990s, the Aegean Sea has now been the new route for the Middle Easterners who fled from war and slaugheters in the 2010s. It is significant by two key reasons that Eastern Aegean Greek Islands are located so closely to the Turkish main land and sea boundries show nearly no similarity to terrirorial borders which are more accurate and defended better. However, unlike international politics, Turkey, by adopting a national understanding and acceptance founded on key humanity values such as human dignity, virtue and right to life, accomplished successively in controlling, coordinating and rehabilitating that international human migration experienced on the Anatolian soil. It may be commented that two main factors played a robust role on this. The first one is that formal diplomacy institutions of the State opened her borders and territory for settlement of those disadvantaged people not by staying silent and audience to those human tragedies and mandatory migration. The second one is that many civil diplomacy and society institutions in Turkey have recently supported by adopting formal diplomacy initiatives with great maturity and enthusiasm by utilizing key cultural aspects of the Turkish nation such as tolerence, benevolence and hospitality. Thus the main aim of this study is to contribute to the development, analyzing and bringing on the world agenda of those actions and initiatives in line with the migration politics institualized and managed nationally in the State.

Monthly returns are regressed with natural logarithm of closing of inverse of book to market values of previous month. Their time series average and t values are calculated. At the end it is found that book to market anomaly is found in studied term. In addition to that efficient market hypothesis and theory of random walk does not hold in this term. There are only a few studies about cross-sectional anomalies in Istanbul Stock Exchange. The aim of this work is to contribute to the elimination of this deficiency. The fact that investors have knowledge about anomalies might contribute to the abolishment of such anomalies and thus Istanbul Stock Exchange to become an effective market.
