Dâhilde İşleme Rejiminin Türkiye Ekonomisine Olan Etkileri ve Demir Çelik Sektörü Üzerine Bir Araştırma

Bu çalışmada, Dâhilde İşleme Rejimi (DİR) sistem ve uygulamalarının Türk demir çelik sektöründe ihracatın ve ürün çeşitliliğinin arttırılması, DİR kapsamında verilen teşviklerin amacına uygun kullanılıp kullanılmadığı, küresel pazarlarda Türk firmalarının rekabet edebilmesinde DİR’in daha etkili kullanılması için yapılması gerekenlerin ortaya çıkarılması amaçlanmıştır. Bu çalışma, DİR sistem ve uygulamalarının demir-çelik sektöründe faaliyet gösteren işletmelerle ilgili araştırma yapanlara ve Türk demir çelik sektöründe dış ticaretle uğraşan firmalara DİR kapsamında ihracatın arttırılması, geliştirilmesi ve rekabet edebilmesi için yapılması gerekenlere dair bulguları ortaya koyması açısından önemli görülmektedir. Araştırmada anket tekniğinden yararlanılmış olup, gümrük mevzuatı referans alınmıştır. Maddelerin ölçeklendirilmesinde 5’li Likert ölçeğinden faydalanılmıştır. Araştırma verilerinin analizinde SPSS 22.0 paket programı kullanılmıştır. Anketin uygulanmasıyla elde edilen veriler üzerinde Mann-Whitney U Testi ve Kruskall Wallis Testi yapılmıştır. Sonuç olarak; DİR sistem ve uygulamalarının demir çelik işletmeleri üzerinde ithalatta gümrük vergisi ve KDV muafiyetinin olması, yurt içi alımlarda KDV tecil-terkin uygulamasına olanak verilmesi, ihracat finansmanında Türk Eximbank programlarının kullanılması, ucuz hammadde ve yarı mamul tedariki gibi ihracatın artması ve gelişmesine yönelik önemli katkılarının olduğu tespit edilmiştir. |

Abstract
In this study, it is aimed to reveal the Inward Processing Regime (DIR) systems and applications to increase exports and product diversity in the Turkish iron and steel sector, whether the incentives given within the scope of DIR are used for their intended purpose, and what needs to be done to use DIR more effectively for Turkish companies to compete in global markets. This study is considered important in terms of revealing the findings of what needs to be done to increase, develop and compete in exports within the scope of DIR to those who conduct research on DIR systems and applications in businesses operating in the iron and steel sector and to companies dealing with foreign trade in the Turkish iron and steel sector. Survey technique was used in the research and customs legislation was taken as reference. A 5-point Likert scale was used to scale the items. SPSS 22.0 package program was used to analyze the research data. Mann-Whitney U Test and Kruskall Wallis Test were performed on the data obtained by applying the survey. In conclusion; It has been determined that DIR systems and applications have significant contributions to the increase and development of exports, such as customs duty and VAT exemption on imports for iron and steel enterprises, allowing VAT deferment and cancellation in domestic purchases, using Turkish Eximbank programs in export financing, and supplying cheap raw materials and semi-finished products. has been made.
