Abstract
Özet Kapitalizm ve devlet üzerine yapılan çalışmalara bakıldığında, çoğunlukla kapitalist birikim rejimine, kapitalizmin girdiği yapısal krizlere, bu krizler sonrası kendini yeniden yapılandırma süreçlerine ve bu süreçlerle birlikte devlet yapılarında ortaya çıkan değişimlere odaklanıldığı görülmektedir. Dolayısıyla kapitalist birikim rejiminin aşamaları ve bu aşamalarla birlikte devlet yapılarında, kurumlarında ve yönetim anlayışında ortaya çıkan değişimler, bu unsurlar üzerine yapılan çalışmaların genel çerçevesini oluşturmaktadır. Buna karşılık modern devletin ve kapitalizmin yakın dönemlerde ortaya çıkmasına ve bu sebeple aralarındaki nedensellik ilişkisine yönelen çalışmaların ise oldukça az olduğu görülmektedir. Bu çalışmayla modern devlet ve kapitalizmin aralarındaki nedensellik ilişkisinin, modern devletin ayırt edici unsurları çerçevesinde ele alınması amaçlanmaktadır. Bu amaçla öncelikle modern devlet yapısı ve bu devlet yapısının ayırt edici unsurlarının ele alınması ve daha sonra ise kapitalizm ile aralarındaki ilişkiye yönelik literatürde yer alan çalışmaların kısa bir özetine yer verilecektir. Bu genel çerçeveden sonra modern devletin ayırt edici unsurları bağlamında kapitalist üretim biçimiyle olan ilişkisinin tartışılması planlanmaktadır.

Abstract
Abstract When the studies on capitalism and the state are analyzed, it is seen that the focus is mostly on the capitalist accumulation regime, the structural crises of capitalism, the processes of self-restructuring following these crises and the changes that have occurred in the state structures. Therefore, the stages of the capitalist accumulation regime and the changes that occurred in the state structures, institutions and administration approach depending on these stages constitute the general framework of the studies on these two concepts. However, it is noticed that studies directed to the appearance of modern state and capitalism in close periods and consequently the causality relationship between them are relatively few. In this study it is aimed to deal with the issue of causality relationship between modern state and capitalism within the framework of distinctive elements of modern state. For this purpose, firstly, structure of the modern state and its distinctive elements will be discussed and then a short summary of the studies in the literature on the relationship between capitalism and the state will be given. Following this general framework, it is planned to discuss the relationship between the capitalist mode of production and the modern state in the context of its distinctive elements.
