Abstract
Tüm dünyayı etkisi altına alan Covid-19 salgını, yaşamın tüm alanlarını etkilediği gibi şüphesiz bu etkilenmelerden en büyük payı sağlık sektörü almıştır. Sağlık personellerinin çalışma koşullarının ciddi anlamda ağırlaşması, yaşanan can kayıpları, sağlık çalışanlarının psikolojik ve fiziki olarak tükenmişlik noktasına gelmeleri, ilk başta sayılabilecek olumsuzluklardır. Bunun yanında, özellikle hasta sayısındaki hızlı artışlar, mevcut sağlık sisteminin ve personel sayısının artan hasta sayısı karşısında yetersiz kalabileceği gibi endişeler sonucunda, Sağlık Bakanlığı tarafından bir kısım düzenlemeler getirilmektedir. Çalışmamızda, Sağlık Bakanlığı’nın, sağlık personellerinin işten ayrılma haklarına yönelik Genelge ile getirmiş olduğu kısıtlamalar incelenmeye çalışılmaktadır.

Abstract
The Covid-19 epidemic, which has affected the whole world, has affected all areas of life, and undoubtedly the health sector has taken the biggest share of these effects. The serious deterioration of the working conditions of the health personnel, deaths, psychological and physical burnout of the health workers are the negative aspects that can be considered at first. In addition, as a result of the rapid increase in the number of patients and the concerns that the current health system and the number of personnel may be insufficient in the face of the increasing number of patients, some regulations have been issued by the Ministry of Health. In our study, the restrictions imposed by the Ministry of Health with the Circular on the right of health personnel to leave work are examined.
