Yerel Ekonomilerin Yoksullukla Mücadelesinde Sosyal Yardımlaşma Ve Dayanışma Vakıflarının Rolü: Niğde Örneği

Abstract
İçinde bulunduğumuz 21. yüzyılda “küreselleşme” ve “yerelleşme” kavramları, birbirleriyle zıt gibi küreselleşme olgusunun hız kazanması ile geleneksel kalkınma görüşlerine olan güvenin sarsılması ile yeni yerel kalkınma modelleri gündeme taşınmıştır ve ulus devletlerin gözdesi olmuştur. Ulusal kalkınmanın ilk basamağını bölgesel kalkınma oluştururken, bölgesel kalkınmanın ilk görünen iki kavram olsa da, aslında birbirleriyle etkileşim içerisinde olan kavramlardır. 1980’li yıllardan itibaren basamağını ise yerel kalkınma oluşturmaktadır. Yerel ekonomik kalkınma, kesin olarak belirlenmiş bir alanda iş olanakları yaratarak, ekonomiyi canlandırmayı amaçlayıp, yerel yönetimler, özel sektör ve sivil toplum örgütlerini harekete geçirmek, kullanmak ve yönetmek ortaklığını oluşturmaktadır. Bu bağlamda çalışmamızdaki amaç; birey, aile ve toplum refahını arttırmak amacıyla dezavantajlı kesimler öncelikli olmak üzere, tüm toplumu hedefleyen katılımcı anlayışıyla, adil ve arz odaklı bütünsel sosyal politikalar üreten, uygulayan, izleyen sosyal yardımlaşma ve dayanışma vakıflarının yerel ekonomilerde yoksullukla mücadelede uyguladıkları yöntemleri ortaya koymaktır. Spesifik olarak, araştırma konusu Sosyal Yardımlaşma ve Dayanışma Vakfı’nın 2018 yılında 364 bin kişilik nüfusa sahip olan Niğde’de 34 bin kişiye yardım amaçlı ulaşmış olması; Vakfın katılımcı, şeffaf, etkin bir biçimde hizmet sunan ve ülkemizin sosyal yardım politikalarını belirlemede öncü, uzmanlığa dayalı bir kurum olduğunun göstergesidir.

Although the concepts of globalization and localization are two concepts that seem to be opposed to each other in the 21st century, they are actually concepts that interact with each other. Since the 1980s, With the acceleration of the globalization phenomenon and shaking the confidence in traditional development views, new local development models have been brought to the agenda and became a favorite of nation-states. The first step of national development is regional development, while the first step of regional development is local development. Local economic development is the partnership of mobilizing, using and managing local governments, private sector and non-governmental organizations, aiming to revitalize the economy by creating job opportunities in a precisely defined area. In this context, the purpose of our study is the fact that the aim of this course is to reveal the methods used by the social aid and solidarity foundations in the fight against poverty in local economies with the participant understanding aiming at the whole society, with the aim of increasing the welfare of individuals, families and the community. Specifically, the research subject is Social Assistance and Solidarity Foundation that has reached to 34 thousand people in Niğde, which has a population of 364 thousand people in 2018; It is an indicator that the Foundation is an institution that is participatory, transparent, efficient and providing a pioneer, expert in determining the social assistance policies of our country.
