Abstract
Çağdaş demokrasilerin en temel kriterlerinden ve göstergelerinden biri siyasal katılmadır. Zira modern toplumu geleneksel toplumdan ayıran en temel ölçütlerinden biri özgür ve geniş ölçekli siyasal katılma imkânlarının var olmasıdır. Bu nedenle siyasal katılma modern demokratik siyasal sistemler için oldukça önemli bir olgu olarak görülmektedir. Yönetim birimlerinin uygulayacakları faaliyetler ya da yürütülen etkinliklerin meşruluk temelinde sunulması demokratik rejimler için kaçınılmazdır. İşte bu meşruluğu sağlayacak olan ise yine siyasal katılmadır. Yurttaşlar siyasal katılma sayesinde sunulacak hizmetleri ve hizmetlerin önceliklerini belirleme ve bu hizmet ve etkinliklere yön verme şansına sahip olacaklardır. Yani siyasal katılma iki boyutlu bir süreç olarak karşımıza çıkmaktadır. Şöyle ki; siyasal katılma bir taraftan yurttaşların yürütülecek politikaları belirlemesini ve yönlendirmesini sağlarken, diğer taraftan yönetim mekanizmalarının yürütecekleri politikaları ve gerçekleştirecekleri faaliyetlerin meşruiyet çerçevesinin genişlemesini sağlayacaktır. Bununla birlikte her yurttaşın aynı düzey ve biçimlerde siyasal katılma gösterecekleri söylenemez. Yurttaşlar farklı siyasal kaynaklar eliyle şekillenen farklı düzey ve biçimlerde siyasal katılma göstereceklerdir. Sayılan bu esaslarla birlikte bu çalışmada genel olarak öncelikle siyasal katılma kavramı ele alınacak, sonrasında ise siyasal katılma düzey ve biçimleri incelenecektir.

Abstract
Political participation is one of the most fundamental criteria and indicators of modern democracies. This is because one of the most basic criteria that distinguish the modern society and the traditional society is the presence of opportunities of free and widespread political participation. Therefore, political participation seems to be a highly important phenomenon for modern democratic political systems. It is unavoidable for democratic regimes to present the activities and operations of administrative units in a legitimate manner. What legitimizes those activities and operations is political participation Citizens will have the opportunity to determine the priorities of the services and services to be offered through political participation and to direct these services and activities. That is, political participation is a two-sided process. While political participation allows citizens to determine and lead the policies to be implemented, it also allows broadening of the legitimacy of policies to be adopted and activities to be carried out by government mechanisms. Additionally, it cannot be argued that all citizens will show the same level and form of political participation. Citizens will show political participation in different levels and forms that are shaped by different sources of politics. In addition to these principles that are listed, this study will firstly discuss the concept of political participation, and then, examine the levels and forms of political participation.
