Abstract
Fatih Sultan Mehmet’in İstanbul’u aldıktan sonra şehre bugünkü modern anlamda olmasa da ilk belediye başkanı olarak Hızır Bey Çelebi’yi tayin etmiştir. Nasrettin Hoca’nın torunlarından olan Hızır Bey’in dönemin en bilgin kişilerinden olduğu görülmektedir. O dönemde belediye adı verilen yerel yönetim birimlerinin olmadığı ancak “kadı”ların yargıçlık görevi yanında belediye hizmetlerini yardımcıları ile birlikte gördüğü anlaşılmaktadır. Bu çalışmada İstanbul’un ilk kadısı olan ve Fatih Sultan Mehmet’in çok değer verdiği Hızır Bey Çelebi’nin hayatına, İstanbul’da belediyecilik anlamında yaptığı icraatlara yer verilmiştir. Çalışma belge incelemesine dayanan nitel bir araştırma niteliğindedir. Araştırmada elde edilen veriler betimsel analiz yöntemiyle çözümlenmiştir.

Abstract
After the conquest of Sultan Mehmet the Conqueror of Istanbul, the city appointed Khidr Bey Chalabi as the first mayor even though it is not in modern sense today. Khidr Bean, , is one of the most intelligent people of his time. At that time, it is understood that there are no local government units called municipalities but that "kadis" see municipal services together with their assistants besides the duty of judges. In this study, the actions performed by Khidr Bey Chalabi, the first kadis of Istanbul, which Fatih Sultan Mehmet valued highly, in the sense of municipality in Istanbul will be included in his life. The study is a qualitative research based on a document review. The data obtained in the research will be analyzed with descriptive analysis method.
