Abstract
Küreselleşmenin etkisiyle tüm Dünyada olduğu gibi ülkemiz kamu yönetiminde de köklü değişiklikler meydana gelmiştir. İnternetin hayatımıza girmesiyle birlikte kamusal hizmetlerin sunulmasında ve vatandaşların ihtiyaçlarının karşılanmasında kırtasiyeciliğin ve işlem sürelerinin azaldığı dolayısıyla hizmet kalitesinin de değiştiği bir dönem başlamıştır. Dijitalleşmenin getirdiği yeniliklerden biri de kamu kurumları tarafından vatandaşlara ve diğer paydaşlara yapılan tebligat sisteminde yaşanılan değişim olmuştur. Kâğıt ortamda yapılan tebligatlardan elektronik tebligat sistemine geçiş yapılarak aynı zamanda ülke ekonomisine de önemli katkılar sağlanmıştır. Bu çalışma da elektronik devlet sisteminin etkisiyle hayatımıza giren elektronik tebligat sisteminin temellerini oluşturan Kayıtlı Elekrtonik Posta (KEP) sistemi ile tebliğ yöntemlerinde yaşanılan değişimlere ve güncel gelişmelere değinilecektir.

Abstract
With the impact of globalization, radical changes have occurred in the public administration of our country, as well as all over the world. With the introduction of the Internet into our lives, a period has begun in which red tape and processing times have decreased in providing public services and meeting the needs of citizens, thus changing the quality of service. One of the innovations brought about by digitalization has been the change in the notification system made by public institutions to citizens and other stakeholders. The transition from paper notifications to the electronic notification system also made significant contributions to the country's economy. In this study, the changes and current developments in the notification methods with the Registered Electronic Mail (KEP) system, which forms the basis of the electronic notification system that entered our lives with the influence of the electronic government system, will be discussed.
