Abstract
Ülkelerin başta gelen problemlerinden birisi olan “kalkınma” gelişmekte olan ülkeler için çözülmesi gereken temel ve öncelikli bir sorundur. Küreselleşen dünyada en temel üretim unsuru beşerî sermayenin taşıdığı nitelik oldukça önemlidir. Beşerî sermaye artışıyla birlikte toplumların refah düzeyinin de artış gösterdiği gözlenmektedir. Bu bağlamda ülkeler için beşerî sermayeye yapacakları yatırım toplumsal refah ve kalkınma için son derece önemlidir. Ülkelerin eğitimin niteliği ve seviyesini artırma çabaları zorunlu eğitim çağı içerisinde yer alan bireylerle sınırlı değildir. Hedef kitle her yaş grubunu kapsamaktadır. Çünkü öğrenme ve öğrenmeye duyulan ihtiyaç yaşam boyu devam eder. Eğitim ile birlikte bireyler bilgi, beceri ve davranış edinirler ki bu da başta bireyin kendi yaşamı olmak üzere topluma da etki eder. İçinde bulunduğumuz dönemde çok daha fazla kişinin çok farklı alanlarda eğitim almak istemesi ve herkesin aynı zaman diliminde eğitime erişiminin sağlanamaması ve tüm eğitim gereksinimlerinin mevcut yapı içerisinde karşılanamaması uzaktan eğitim, hayat boyu eğitim gibi alternatifleri açığa çıkarmıştır ve esasen bu durum kalkınma için bir gerekliliktir. Kalkınma, yaşam kalitesini artırmaya dönük olarak ekonomik, toplumsal ve siyasal yapının ilerletilmesi anlayışından temel alan insana dönük bir kavramdır

“Development”, which is one of the leading problems of the countries, is a basic and priority problem that must be solved for developing countries. The quality of human capital is the most basic production element in the globalizing world. It is observed that the level of welfare of societies has increased with the increase in human capital. In this context, their investment in human capital is extremely important for countries for social welfare and development. The efforts of countries to increase the quality and level of education are not limited to individuals in the age of compulsory education. The target audience covers all age groups. Because the need for learning and learning continues for life. Along with education, individuals acquire knowledge, skills and behavior, which affects society, especially the individual's own life. The fact that more and more people want to receive education in many different fields in the current period and that not everyone has access to education in the same time period and all the training needs are not met within the current structure has revealed alternatives such as distance education, lifelong education and this is essentially a requirement for development. Development is a human-oriented concept based on the understanding of advancing the economic, social and political structure in order to improve the quality of life
