Eğitim Müfettişlerinin Mesleki Yeterliklerine Sahip Olma Düzeyleri: Okul Yöneticilerinin Görüşlerinin İncelenmesi

Abstract
Teftiş sistemi, eğitimi süreçlerinin etkili ve verimli olması için kritik role sahiptir. Bu nedenle müfettişlerinin mesleki yeterliklere sahip olma düzeylerinin incelenmesi önemlidir. Müfettişlerin mesleki yeterliklere sahip olma düzeylerinin okul yöneticilerinin gözüyle belirlenmesi bu araştırmanın amacını oluşturmaktadır. Araştırma, tarama modeliyle desenlenmiş betimsel bir çalışmadır. Araştırmanın çalışma grubu, 2021-2022 eğitim-öğretim yılında İstanbul ili Pendik, Kartal, Tuzla, Maltepe ve Sultanbeyli ilçesinde bulunan 28 devlet okulunda yüksek lisans ve doktora eğitimine devam eden ve bu dereceden mezun olmuş 34 okul yöneticisinden oluşmaktadır. Veri toplama aracı olarak uzmanlardan tarafından belirlenmiş maddelerden oluşan eğitim müfettişleri mesleki yeterlikleri anketi kullanılmıştır. Araştırma bulguları, çalışma grubunda bulunan yöneticilerin konu hakkındaki görüşlerini yansıtan puanların yüzde ve frekans değerlerine bakılarak elde edilmiştir. Araştırma sonuçlarına göre, eğitim müfettişlerinin mesleki yeterliklere sahip olma düzeyleri yüksektir. Müfettişlerin meslek öncesi ve meslek sırasında iyi yetiştirilmesi gerekmektedir. Teftişin amaç ve politikalarını kavramada müfettişler orta düzeyde yeterliğe sahiptir. Müfettişler öğretmenlerden kaynaklanan sorunlara çözüm bulma yeterliğe sahip olmalıdır. Ayrıca müfettişler, teftiş sürecinde kendisini izleyenlere yeterli düzeyde aydınlatıcı bilgiler vererek onlara yol göstermeli ve rehberlik etmelidir.

Abstract
The inspection system has a critical role for the training processes to be effective and efficient. For this reason, it is important to examine the level of professional competence of inspectors. The purpose of this research is to determine the level of inspectors' professional competencies through the eyes of school administrators. The research is a descriptive study designed with a survey model. The study group of the research consists of 34 school administrators who continued their graduate and doctorate education in 28 public schools in Pendik, Kartal, Tuzla, Maltepe and Sultanbeyli districts of Istanbul in the 2021-2022 academic year and graduated from this degree. As a data collection tool, the vocational competency questionnaire of education inspectors, consisting of items determined by experts, was used. The research findings were obtained by looking at the percentage and frequency values of the scores reflecting the opinions of the managers in the study group on the subject. According to the results of the research, education inspectors have a high level of professional competence. Inspectors should be well trained before and during the profession. Inspectors have moderate proficiency in understanding the objectives and policies of inspection. Inspectors should have the ability to find solutions to problems arising from teachers. In addition, inspectors should guide and guide their followers during the inspection process by giving them sufficient illuminating information.
