Engelli Bireylerin İşgücüne Katılımı, Engelli Dernek ve Vakıflarla Etkileşimini Ne Yönde Değiştiriyor? ; Kamu Kurumunda Bir Örnek

Abstract
Engelli bireyler, engellilik durumları dolayısı ile istihdam sorunu ve toplumsal bir takım olumsuz tutum ve davranışlara maruz kalmaktadır. Bu sebeple yaşamış oldukları ayrımcı bakış açısına, ötekileştiren ve damgalayıcı pratiklerle karşı karşıya kalmaktadırlar. Bu araştırma, engelli bireylerin istihdama kazandırılmasının, engelli dernek ve vakıflara katılımının etkinliğine katkı sağlayıp sağlamadığını Türkiye kamu kurumları bağlamında, açıklamaya çalışmıştır. Engel durumunun, engelli derneklerle ilişkisindeki sorunlara, toplumsal etkileşimlerdeki olumsuz deneyimleri, görme, ortopedik, zihinsel, Psikolojik rahatsızlık, süreğen hastalık engeli olan bireylerin anlatımları çerçevesinde açıklanmaya çalışılmış ve değerlendirilmiştir.
Nitel araştırma tekniklerinin kullanıldığı, Bakırköy adliyesinde görevli üç görme engelli, iki süreğen hastalık, iki ortopedik engelli, bir zihinsel engelli, bir psikolojik rahatsızlığı bulunan engelli kadrosunda çalışan dokuz engelli personellerle derinlemesine mülakat ve katılımlı gözlemler yapılmıştır.
Bu araştırmada engelliliğe ilişkin tartışmalardan hareketle, engellilik halinin, bireyin yaşamış olduğu toplumsal baskı ötekileştirme ve ayrımcı politikalarla ortaya çıktığı, toplumun damgalama davranışları ve tutumunun engelli bireyleri sosyal hayata katılımlarını olumsuz etkilediği ortaya çıkmıştır.
Engelli bireylerin istihdamı ile sosyal hayata katılımlarını kolaylaştıran eğitim, sağlık, ve sosyal inşa sürecinde olumlu etki yaratması beklenen ve bu kapsamda hareket eden engelli dernek ve vakıflarla ilişkisine odaklanmıştır. Engelli bireylerin istihdam sorununu çözüldüğünde, engelli dernek ve vakıflarla ilişkisinin azaldığı görülmüş, bunun sebepleri, iletişimsizlik, güven, sosyal yetersizlik, engellilik sorunlarında etkinsizlik gibi faktörlerden engelli bireylerin etkilendiği gözlemlenmiştir.
Bu bulgular kapsamında engelli bireylerin, istihdamını kolaylaştırıcı ve hayata katılımlarının sağlanması için, Aile ve Sosyal Hizmetler Bakanlığı’nın ‘’2030 Engelsiz Vizyon’’ politikası hedeflerine ulaşması için bu alana katkı sağlayarak, literatüre engellilik araştırmalarını geliştirmek, çoğaltmak amaçlanmıştır.

Abstract
Disabled individuals are exposed to employment problems and social negative attitudes and behaviors due to their disability. For this reason, they are faced with the discriminatory point of view, othering and stigmatizing practices they have experienced. This research has tried to explain in the context of Turkish public institutions whether the employment of disabled people contributes to the effectiveness of their participation in associations and foundations with disabilities. It has been tried to explain and evaluated the disability status, the problems in its relations with the disabled associations, negative experiences in social interactions, visual, orthopedic, mental, psychological disorders, chronic diseases within the framework of the expressions of individuals with disabilities.
In-depth interviews and participatory observations were made with nine disabled personnel working in the Bakırköy courthouse, where qualitative research techniques were used, with three visually impaired, two chronic diseases, two orthopedically disabled, one mentally disabled and one psychologically disabled staff.
In this study, based on the discussions on disability, it was revealed that the state of disability emerged with the social pressure, marginalization and discriminatory policies experienced by the individual, and the stigmatization behaviors and attitudes of the society negatively affected the participation of disabled individuals in social life.
It focuses on the relationship with disabled associations and foundations, which are expected to have a positive impact on the education, health, and social construction processes that facilitate the employment of disabled people and their participation in social life, and act within this scope. When the employment problem of disabled people is resolved, it is observed that the relationship of disabled people with disabled associations and foundations decreases, and it has been observed that disabled people are affected by factors such as lack of communication, trust, social inadequacy, ineffectiveness in disability problems.
Within the scope of these findings, it is aimed to develop and increase the disability research in the literature by contributing to this field in order to facilitate the employment of disabled people and to ensure their participation in life, to achieve the "2030 Barrier-Free Vision" policy of the Ministry of Family and Social Services.
