Abstract
Yazılım sektörü, ülkemiz sanayisi başta olmak üzere iletişim, ulaştırma, enerji, alt yapı gibi birçok sektörün gelişimine ivme kazandıran lokomotif bir sektördür. Bu yönüyle sektör, ülkenin gelişimine katma değer ve istihdam sağlayan doğal bir kaldıraç görevi üstlenmektedir. Ancak sektörün gelişimi adına uluslararası arenada artan rekabet, değişen koşullar ve ekosistemin gerektirdiği altyapıların hazırlığı gibi birçok zorlukla başa çıkılması gerekmektedir. Dünyadaki trendleri takip etmek ve küresel rekabetten geri kalmamak adına ülkemizde yerli ve milli yazılım üretiminin geliştirilmesi, teşvik edilmesi ve koruma altına alınması, bu anlamda büyük önem arz etmektedir. Araştırmanın kapsamı ve kısıtları çerçevesinde elde edilen niş verilerle yapılmış bu çalışmada, yazılım sektörünün uluslararası stratejik rekabetinin konumlandırılmasında, sektörün gücüne vurgu yapılarak, çalışmalara ışık tutması amaçlanmaktadır. Yazılım sektörünün kamu, özel sektör, akademik ve sivil toplum kuruluşları olmak üzere 4 ana boyutta değerlendirilmesi, analizin fırsat, tehdit, güçlü ve zayıf yönlerine farklı boyutlardan değerlendirmeler sunmakta ve bu alandaki akademik literatürün güçlenmesine katkı sunması beklenmektedir.

Abstract
The software sector is a locomotive sector that accelerates the development of many sectors such as communication, transportation, energy and infrastructure, especially our country's industry. In this respect, the sector acts as a natural leverage that provides added value and employment to the development of the country. However, for the development of the sector, it is necessary to cope with many difficulties such as increasing competition in the international arena, changing conditions and the preparation of the infrastructures required by the ecosystem. In this sense, it is of great importance to develop, encourage and protect domestic and national software production in our country in order to cope with the trends in the world and not to fall behind in global competition. In this study, which was conducted with the niche data obtained within the scope and limitations of the research, it is aimed to shed light on the studies in the positioning of the international strategic competition of the software sector, by emphasizing the power of the sector. Evaluation of the software industry in 4 main dimensions as public, private sector, academic and non-governmental organizations provides evaluations of opportunities, threats, strengths and weaknesses of the analysis from different dimensions and is expected to contribute to the strengthening of the academic literature in this field.
